interesting feature of the convention of
the National Church Association for the
Advancement of the Interest of Labor,
which opened it tession here today, will
be the discussion of a gigantic plan, which
has been suggested by Mr. Alexandei
Law. secretary of the St Chrysostom's
Chapter, to do away with the tenement
house . evil, . Bishop Potter, who was
really the instigator of the idea upon
which the plan is based, is the president
of the National organiiatton,
Mr. Law proposes that the city con
demn and acquire property and build
thereon municipally owned houses., to be
occupied by citizens at low rents, just
sufficient to pay the legal rate of interest
on the cost of the property and its proper
maintenances and that these houses be
eventually sold ta-th tenants at cost
price. If the plan i put into effect it
will eradicate. In the opinion of Mr. Law
the much condemned tenement house,
and will provide safe, sanitary habita
tions, with all modsrn improvement. He
iao suggest tnat ute enure area ot Long
Island be .incorporated within the city
limit of Greater Naw York, for it stem
vident to those who are fostering the
plan that the trend of population it to
ward the Eastern and of the island. It i
a generally conceded fact that Manhattan
will eventually be the workshop and Long
Island the home or deeping place of the
million of people in the city. At the
present rate of progress in transit facil
ities, it i estimated that it will not be
long before Montauk Point ' will be within
one hour' travel from the Borough of
