a sound man will fight better than a sick
man, that an army In good physical con
dition will beat an, army depleted by dis

problem. Our army is now officered for
a strength of on hundred thousand men,
except th medical department which 1
officered for a strength of less than
fifty thousand men.
This bill seeks to increase the
medical faculty to a strength sufficient to
car for the health of th fighting men.
In our late war with Spain th medical
department lacked numbers, equipment
and authority. Th result was fourteen
soldiers dead from disease (mostly pre
ventable) to on from wounds. In th
recent war in the Far East the Japanese
lost one soldier from sickness to four from
shell, bullet and bayonet Their medical
department was sufficient, and, in its own
province, paramount Only five per cent
of our forces escaped the hospital. In an
equal length of time, and under more try
ing conditions, so reckon Dr. 1. L. Sea
man, in his recent book, but fifteen per
cent of th Japanese Army reported sick.
Fighting strength depends not' mora upon
th number of soldiers on the roster than
upon th proportion able to bear arms,
when the time of action comes. Painful
though it be to our national pride, the
inference is inevitable, that with equal
forces tnlisted, a Japanesa army with a
hospital record of only fifteen per cent
would defeat an American army with a
hospital record of ninety-five per cent

In this issue appears the official vote of
the primary election by precincts, i
careful analysis will reveal much informs
tion. Under this new law, the question of
location of the various nominees is largely
lost sight of, for example it will be noticed
that had Elgin cast less than sixty more
votes for those candidates who resided
there, Elgin would have had the repre
aantative, county judge, sheriff and county
commissioner. Out of a total registration
of 67?, considerably less than half of this
number of votes were cast in the two
Elgin precincts, so it will be seen how
a little effort would have secured the few
votes necessary to have completely
changed the greater portion of the ticket
New York will soon have the most up
to-date college buildings ever constructed.
The group of five buildings, now nearing
completion, on Washington Heights, . will
the future home of the Calleg of th City
of New York. It has cost $4,500,000
and will afford accommodation for nea
6,000 students.

may be gleaned from talking with patients
who are under treatment only, make
sure that you are not talking to those who
are trying "something different".
