Washington, D. C. April 2 There is
a difference of expert opinion in regard
to the proposed abandonment of the naval
coaling station at Dry Tortiigas.' "Rear
Admiral R. B. Bredford, who is responsible
for the establishment of the station there
is anxious that the transfer of the place
from the Naxy Department to the Treas
ury Department shall be opposed, while
the nava,! general board has i urged that
the plant at Dry Tortuga.be taken to
Guantanamo. Secretary Bonaparte has
advised the House Naval. Committee that
more than a million dollars has been ex
pended on Dry Toftuga., and that it cost.
$8,000 a year to maintain the plant.
Soma of the naval officer, who have ad
vised Secretary Bonaparte in the matter
have pointed out that the place . has now
lost its, strategic value and would be
difficult to defend should an enemy seek
to make an attack upon the coal pile iq
time of war. The naval general board is
practically committed to .a policy which
insists upon the fortification .of coaling
stations, as well as the arming of the
colliers. Mr. Bonaparte has advised Con
gress that the Treasury Department
should reimburse the Navy Department
for some of the expenses incurred in es
tablishing the coaling station at Dry Tor-
uga., although, ot course, only a small
fraction of the original expense of estab
lishment can be exacted, probably not
more than $200,000. '
NAVY WANTS NO JUNK PILES.
The Navy Department is disposed to re
sist the plan of placing a limit c.f cost up
on repairs of steel vessels. . In the case of
wooden ships this restriction equal, ten
percent of the cost of the new vessel, and
any such rule, applied to: steel vessels
would practically prohibit the current
work of alteration, which rruXy now be
done on board the battleships and arm
ored cruiser, without special authority of
Congress. The ten per cent limitation
would interfere with all of the larger pro
ject, for naval repair, such as that re
cently rccomplished on the Indiana and
and new proposed for the Massachusetts
at the Brooklyn Naval Yard. Rear Ad
miral Capps, the chief constructor of the
opinion that the limitation should not be
ess than thirty per cent and most of the.
naval experts believe that no special ad
vantage is to be derived from having i
limit of cost applied to ts pairs of steel
vessels, unless, of course, Congress is'
willing to maintain a large "rotten row'
and add new ships to the active service
each year to take the place of those sent
to the junk heap. The limitation is pro
posed as a provision in the next appropri
ation act and if it i. ftnacted into law its
likely there will be much embarrassment
of the service.
