. JUDGE lOWEU
From the star chamber of the few this
state has appealed to the caucus of the
many and the primary law, now an ex
periment will increase in favor as its
power in political emancipation is demon'
strated. The law is not on trial. Its
value, if popular government means any
thing, is axiomatic. ' The average judge
ment of all the people is usually right.
Temporarily a part may be swayed by
passion or prejudice, but never all, and
safer by far are our institutions in ths
hands of the proletariat than under the
control of the plutocracy. Public senti
ment will sustain this law.
' The mass of men are honest and can
never be debauched by money or place.
If. therefore, the whole party will par
ticipate in the primary elections, political
cleanliness will be assured, jobbery and
corruption will disappear, and govern'
ment of the people will be re-enthroned.
The duty of citizenship demands full
registration and participation in the ap
proaching primaries. The old system
failed absolutely. We can make the new
triumphant.
The combinations of capital, known as
corporations, have come to stay. They
are a part of the life of the world, and no
thinking man expects or desires that
there shall be a return to primitive busi
ne conditions. But so recognizing their
necessity, it is the duty of the people to
hedge them with such regulations that
they shall cease to trespass upon either
the Interests of the public or the preroga'
tives of the Government either in courts
or Congress. Extracted from . Judge
Lowell's Salem speech.
The next session of the Oregon State
Grange will doubtless reaffirm its position
in regard to securing an act of the legis
lature to reduce the husband's right of
courtesy one-half, making it just equal to
the dower right Under our present law
the husband has a life estate in all his
wife's property, while she has a life
estate in only one-half of his property,
This law should be made the same for
both. It came before the last legislature
as House Bill No. 275. It passed the
House, but was ' held up in the judiciary
committee of the Senate.
The Paris Exposition had its Eiffel
Tower, Chicago its Ferris Wheel, Buf
falo its Electric Tower, and St Louis its
Cascades, but the Jamestown Exposition
will have as its great feature a monster
pier and it will eclipse any one' feature
that has been suggested to make exposi-
