March '03 and '04 took up the warrants
'.sued partly in the year 1896 and up to
and including th year 1900 with accum
ulated interest amounting to $6446.01.
The $42,000 issued against th general
fund in 1892-'95 and '94 were finally all
paid early in 1901, and the issues of
189S and part of '96 were paid by the
close of the year 1 902. The total inter
est paid on the warrant against th gen
eral fund from the year 1892 till March
1904, twelve years in all. amounts to
$26080.40 according to the treasurer's
books. It is not only the amount of in
terest the city has paid, but the amount
it has lost on account of depreciated
warrants and discounts.' '' - "
v Your present Mayor is free to admit

La Grande warrant in a year and hall's
time or 54 per annum. What 1 did by
speculating in La Grande city warrants
you will find to have been the case with
many others.
,' During the economical years of the
City administration from the years 1899
to 1900, 6 years inclusive, the salary list
of city officers ran from below $2000. to
not overS 2500. oer vear. After this time
commencing 1901 the salary imt gradual
ly advance to $3500.,' $6000. and to
$7000. per annum and bids fair this year
to reach $8000.
The expenses all along the j line are
advancing with very little more incoire
than we had three years ago in the
general fund.
Our interest charges alone will amount
to $6400. per year. There is only one
out-come to Increase of indebtedness
where ample provision has not been made
for sufficien r i ue, and tht t is an In
crease of burdensome taxation.
We have suggested very, extensive
improvements and axtention but before
any extensive operations are entered in
to w better ascertain the source of our
income and probable expenditure.
The people are willing to authorize the
issurance of bonds for water works or
sewer, if plane and estimates are made
so they will know what the money is to
be expended for and that the expenditure
s economical, and that the desired results
are to be obtained,

two year ago, and this additional interest

City' - general running expensss has
increased three fold in five years while its
revenues, except from direct taxation has
not Increased, because certain mon'.hly
fines and forfeitures are no longer
collectable. With $28,000.00 outstan
tngin the general fund and with the earn
income we have had th last three year
the time of payment on these warrant
will gradually fall behind like they did in
the issues of 1892-3-4. and th depred
ation will be just as great unless provision
is mad for their retirement by a general
tax, by reducing the issue of warrant in
th future, by bonding or other wit
borrowing the money. Borrowing money
from Tom, Dick or Harry on depreciated
paper to run a City never looked good to
me, when men with money to loan stand
ready to loan it at a lower rate of interest
than I paid on the floating warrante, and
borrowing of the man who ha th money
instead of the man who hasn't, give you
th cash without discount.
, I submit these matter and figure to
you, and to the people of La Grande for
your consideration, and whatever plan
you propose to adopt that will produce
the revenue without too much burden on
the people, that will decrease the running
expense, that will provide mean to
carry out the proposed improvements
recommended in my other message, I
will gladly co-operate with you, but if we
are to proceed without regard conse
quence or expense and trust to "general
results" 1 cannot consistently consent to
running the city farther in debt unless
ample preparation are made in advance,
the fund provided, and the results as
certain a we cap ever make of a fore
cast of the future.
