great reduction in the expenses and had
only issued an average of $4500 per
year on the general fund. After the large
annual issue of warrants had been taken
up, by the year 1901 the warrants out
standing were seven years in arrear
with accumulated Interest. When the
treasurer came to pay the small annual
issue of warrant that he commenced to
pay in the year 1901, the revenues
doubled up on the warrants outstanding
so that by the beginning - of the yearly
term of March 1904 the outstanding
warrants war only three year in arrear
and at the present time they are only two
years behind. During the 7 year that
the council wai only issuing an average
of $4500 per annum the indebtedness
was reduced about $10,000, but still the
warrant was continually depreciating in
value on account of the long time before
they could be paid. They were a low as
66 cent on the dollar. It is not the
amount of warrants outstanding that
Axe the value but the time within which
they will probably be paid. La Qrande
has about $2000 mora in general war
rants outstanding at the present time than
she had In the year 1 901 when they were
7 years in arrear while now they are
only two year.

The treasurer paid, of the genera fund
warrants, during the past two yeaiji
$23654.19. while there was issued
against this fund $27501.75, making an
increase of warrants " outstanding of
$5947.56. There are also outstanding
of the water fund .warrants, being of the4
ssue of the past two years, in the sum
of $4153.02, making in all. of the

years $8085.58. During the two previous
year ending March 1903 and. 1904 the
water fund did not run behind, ' and the
warrants issued on the general fund dur
ing these two years' amounted to $ 1 24 1 3.-
16, while the treasurer' book show that
he paid of general fund warrants In these
two years the sum of $19456.16
reducing the indebtedness of the city of
La Grande in the turn of $7043.00.
When the treasurer it paying the small
annual issue of warrant that are in
arrear the indebtedness is reduced;
when paying a large annual issue of war
rants the indebtedness is increased. The
payments made by the treasurer on gen
eral fund warrants during the past two
years took up the issuee of the years
1901, 1902 and 1903, together with
$3368.69 accumulated interest, while

the system $90,925.79
During all these years the money ha
been raised by general taxation to pay
the interest on these bonds with the ex
ception of the $3300 paid out of the
water fund. The loss has been chiefly
on account of the pumping station. A
gravity system would not only have paid
the interest on the bonds, but would have
been a money maker for the city.
