liner Coptic arrived from the Orient at

Honolulu; on account of small-pox among
members of the crew. General George
E. Anderson, consul at Amoy, Chins, is a
passenger and says that the boycott situ
ation remain the same. Conditions are
such that, should the Empress die, civil
war will likely follow.
General Anderson witnessed the depre
dations of the vandals on the presbyter
Ian and Catholic missionaries. The oc
cupants were driven into Amoy. Eight
hundred Chinese soldiers were rushed to
the scene, but did not arrive until $100,
000 worth of property had been de
stroyed. .

council of the National Civic' Federation
will hold its annual meeting here this
afternoon and evening. The principal
business before the council will be the
election of officers and the outlining of

snow storm of many years is raging in the
eastern part of this state today. Cattle
are being driven ahead of the storm,
with much loss. All traffic is delayed.

of John Ri Walsh tas again been post
poned until the 27th. of this month on
account of the absence of the counsel for
th defense. Mr Walsh said that his

miners are cut off from communication
by enow. Those who are imprisoned near
Ouray are without any means of getting
provisions. In Imogene Basin the snow

Cincinnati, March 19 General Henry
T, Allen, commander of the Philippine
Constabulary, arrived in this city today.
He tells of the awful conditions existing
on the island. ' He says: "People who
live in a civilized community cannot un
derstand the fiendish savagery and bru
tality with which the natives carry on
their warfare," especially the Morros."
He also says that it is not an uncommon
sight to see natives brought into the hos
pital under the disguise of sickness,- only
to find that they are Morros seeking an
opportunity to stab the doctors and
nurses. According to the General, the
native women join the men and fight with
as much brutality. -

Dallas, Texas, March 19 Cattlemen
from all parts of this stale are assembled

Cattle Raisers' Association of Texas,
which opens its session here today. The
meetings will be held at the Dallas opera
house. The Commercial Club and the
citizens of Dallas in general have made
extensive preparations for the entertain
ment of the visiting memoirs of th as
sociation and everything will be done to
make the sojourn of the guasts in this city
as pleasant as it can be made.
The convention will probably last three
days and, as the cattle exhibition at Fort
Worth begins on Thursday, the cattle
men will have an opportunity to get away
from here early enough to take in the
stock show at Fort Worth without much
trouble. The association of the. cattle
men now numbers mora than 1,700
members and is steadily gaining in num
bers and importance. .

Francsis, of Troy, N. Y former minister
to Greece, was today nominated to suc
ceed Bellamy Stor, Ambassador to Aus

say that Lietenant Sthmidt, the leader ot
th Black sea mutiny was executed despite
the efforts of Witt to save ''him. It is
al80rumored that sixteen thousand work
men have revolted in Kharkoff. There was
heavy fighting there this morning.
SALARY FOR CONSULARS .

house has passed a bill re-organizing the
consular service. The bill also abolishes
the fee system, and favors giving th
office annual salaries. It also creates
three consular inspectors.

and Louisville road filed an answea to
the suit brought by J. P. Morgan Interests
in th federal court. Th answer alleges

ment was this morning given before the
United States circuit court applying for
a writ of habeas corpus for Moyer, Hay
wood and Pettibone. Th applicants
contend that the district court of Canyon
county cannot obtain jurisdiction of de
fendants whose pretence in Idaho war
secured through fraud. Th case was
taken under advisement of the court.
