Our foreign policy and the modifications
which it is thought to be undergoing at
the present time furnish a topic which
has elicited several notable addresses in
the Senate and a vigorous discussion by
the press in all sections of the country.
The discussion hat - assumed various
phases. The arrangement made by the
President . for the collection of custom
duties in Santo Domingo it one and per
haps the most acuta phase. The send
ing of delegates to the Morocco Con
ference it another. These two events
and some recent interpretations of the
Monroe doctrine as made by President
Roosevelt and Secretary ' Taft have
brought that historic policy agiin to the
front. The powers of the President In
foreign matters and the constitutional
powers of the Senate have been involved
in the discussion. And, finally, the de
cision of the Democratic Senators to take
caucus action against the Santo Domingo
treaty, and the revolt from the caucus of
Senator Patterson, of Colorado, have
created something like a political sensa
tion.
The Santo Domingo treaty was nego
tiated by the President and placed be fere
the Senate last year. That body adjourn
ed without 'action and the treaty, there
fore, remained pending. . Shortly after
the adjournment of the Senate, the
President received a cablegram which
may become historic. In the usual eco
nomical verbiage of cablegra-ns, it in
formed the President that the Santo
Domingo Government, under tbi pressure
of , foreign creditors and of domestic
peril, offered to place in charge of the
custom-houses in its Southern porta and
in four Northern ports a citizen of the
United States, under whose administra
tion of the customs 46 per cant, of the
money was to go to the Dominican Gov
ernment and 65 per cent, to be deposited
in New York for distribution among the
nation's creditors after ratification of the
pending treaty. The creditors were e
or practically all willing to accept such
an arrangement It was made. Presi
dent Roosevelt "nominated" for receiver
of the dutiee Colonel George R. Colton, a
retired officer of the United States army,
He was appointed by President Morales,
and he entered upon hie duties. The
arrangement is one somewhat similar to
that provided for in the pending treaty.
but there . are . differences. Senator
Spooner thinks the differences are im
portant Senator Tillman thinks they
are unimportant and charges the Presi
dent with usurpation of power in making
such an arrangement when the treaty
wae still pending.
Many cities of the Northwest are taking
an unusal interest in those things that
work for the permanent beautifying of
their cities. The basic principle however
being cleanliness. ' ucn actions are
worthy of emulation and La Grande could
stand a movement along these linee as
well as other cities. . . ,. ;
There is a bill before the Ohio legisla
ture to empower physicians with the
authority to take life, in such cases
where in their judgement there is no hope
for the patient, and death would be a
blessing. No doubt the author of the bill
was prompted with the most humanta-
rian motives and there are many such
cases where the execution of such law
would undoubtedly be a blessing, but
nevertheless .we doubt the wisdom of
