Which ever way the vote goes on the
purchase of the springs, the pao'ple will be
better informed with regard to the pres
ent water system.
The frequency of the resignation of in
surance officers reminds one of the story
of the old Quaker, who in after years in
relating his experience, said he first joined
the Quaker church by request and later
withdrew in the same manner.
The water question striped of all its
side lights and dressing simply resolves
itself down to the question Of quantity,
the quality is unquestioned. If the Voter
after having weighed the matter in his
mind comes to the conclusion tiiat ' there
is a sufficient quantity, he should vote in
favor of purchasing the springs. If he
brieves there is not sufficieet water to
justify the expense, he should cast his
vote against the proposed purchase. It is
simply a question of quantity.
Each day brings us nearer the city
election, and with each succeeding day the
question of whether w not we vote to
purchase the Falk and Shilling : springs
becomes more interesting and brings forth
additional information regarding their im
portance. The citizens have suddenly be
come alive to the fact that the' water
question is one of vital importance to. the
city and by the time the polls' open next
Monday, the greater number of the voters
will have sufficient information regarding
the matter to vote intelligently.
La Grande has reason to feel grateful
for small favors, and a right to expect
greater ones. We have, through the
efforts of Senator Fulton, been accorded
another post office clerk. So far so good.
It seems a long step from a mail clerk to
federal building, but every ' little Kelps.
and the government having discovered
that ws are on the map, can no doubt be
made to see the necessity for the building.
If we keep hammering, we may be able
in time, to knock a building together. Let
everybody put in a lick for the good of the
cause.

The official ballot at the coming election
besides the list of candidates for office
will contain the following initiative measures:
The $100,000 appropriation bill passed
by the last legislature and held up by the
referendum petitions.
The local option bill proposed by the
liquor dealers' association as an amend
ment to the present local option law.
The bill filed by the owners of the Bar
low road, requiring the state to buy the
road for the sum of $2000.
The proposed constitutional amendment
filed by the Equal Suffrage League, ex
tending the elective franchise to women.
A bill by the State Grange, levying a
license tax upon the gross earnings of re
frigerator and sleeping cars and oil com
panies.
A constitutional amendment propo-d

section 1 of article 1 2 so that the public
printing will be entirely within the control
of the legislature, and may be let bjuon
tract, or a printer elected or appointed
upon a salary or otner compensation.
An amendment proposed by the People's
Power League to amend sections and 2
of article 17, so that one Legislative As
sembly may submit constitutional amend
ments, and that when the vote upon an
amendment has been canvassed by the
governor and a majority found in its favor,
he shall proclaim it adopted, and it - shal
then be a part of the constitution, beyond
the power of the courts to pass upon it;
also that no law for a constitutional con
vention shall be in force until approved by
a vote of the people.
Art' amendment proposed by the People's
Power League to amend section 2 of ar
ticle 11, giving the legal voters of a mun
icipality power to frame and adopt their
own charters, and forbidding the legislat
ure to create municipal corporations.
