One week from today the city" election
will take place. An election occur every
year but in addition to the usual election
of officer, thi year w are called upon
to vote upon two questions, on 'in regard
to refunding our present. outstanding
bonded debt, which it $60,000, now draw
ing six per cent, with bonds that shall ria(
ixceed five per cent ' Thj will result iq
saving to the city of $500 per annum!

The other proposition to be voted upon
is not so-asily solvad, from th fact
that th necessary facts upon which "W
base an intelligent decision are not known
and o far,' no official action ha ,ba
taken to present the fact. :
Th city council after xpendlng taveral
hundred dollars in - th developing of th
Folk springs, ' has through a ; resolution
shifted the responsibility of furthar ex-
penditur or further action en their part
by ubmitting to. the people, whether or
not they .The City) shall .expend $12,-
000 in purchasing this spring and piping
it to th city. Before anyone 'can vote
intelligently upon this question he mutt
know two things, first, how much- water
do these springs flow? , Second, how
much water, doe thi city u? . -

spring by the city, ther i no ' record or
report on file showing how much they
flow. We believe however there was a
verbal report made at, on matting by th
water committee which wa to th effect
that the springs on th Folk and Shilling
place in the aggregate flowed about
144,000 gallon but a visit to th city
recorders office thi morning show that
a th report wa a verbal on there
wa no record mad of the rep wt.

out how much watar th city is using and
