THE STATE PRIMER'S EMOLUMHTS
It would seem that a campaign for the
nomination of Republicans, waged among,
Republicans, by Republican candidates
should at least be free to as full an ex
tent as possible from those little ways of
the pettifogger, of the demagogue, and
the cheap polititian. One of the candi
date for nomination for the office of state
printer, however, publishes a circular
letter which is both unjust and untrue, at
least in its inference, and which carries
with it a reflection on the past adminis
tration of that office which is unworthy
of any man who ask the suffrage of the
people and expects their charitable con
sideration, and should have it, when his
term of office might come to expire.
He says in this letter that the state
printing office "I the means of extract
ing larje sums of money from the treas
ury for which the people of Oregon get
no equivalent benefit" and further says
that he pledges himself to a great reduc
tion in the enormous cost of the office if
elected as state printer.
The gentleman making this campaign
has had political experience in the past.
and has served several years at the
capital building in. a position of more or
less trust and honor. He knowsr there
fore, that the state printer performs
simply the work demanded of him by the
various officials of the state,' and that he
does no work that has not for its warrant
authority of law. Ha knows also that the
emoluments of the office come through
properly audited channels, and that the
amount that he shall receive for his pay
is reported to the auditing officers by an
expert printer appointed by the chief ex
ecutive, who measures every line of work
done by the state printer. The law fixes
the amount of possible charge; it provides
how much the printer shall receive for
his work. A state printer could ask no
more than the law allows and certainly
the people do not expect him to endeavor
to collect less than the law allows for his
services.
The man who has made himself a can
didate knows very well that he could in
no wise reduce the expenses of that office
unless he did it through refusing to accept
his own just pay or through doing cheap.
and, therefore, unsatisfactory work for
the slate. The printer does not provide
what blank or books shall be used by
the various state officers and state boards.
The intimation in this man's circular letter
that he can reduce the expenses of this
office he weH knows is based on no sound
foundation. The people are too wise to
be misled by any such promise. Salem

attracting more attention in the East
then at home. Following th) courtesie
to the junior senator at the time of his
appointment, many compliments ' have
paid the elder member of the state's
delegation. One of the brightest editori
als.that appeared in prominent eastern
papers following Senator Fulton's able
opening of the rate-legislation debate In
the Senate was that in the Indianapolis
Star, as follows:
"Senator Fulton of Oregon seems to
have acquitted himself well in the first
noteworthy appearance on the floor of the
Senate in debate with men like S poorer,
Foraker and Bailey. It is three year
now since Mr. Fulton was elected, and he
