Congressman Sulzer of New York, who

voting against the railroad rate bill, is

secret ballot been aken but 14 votes
would have been cast for the measure.

his colleague. Is it possible that so
many demagogues have secured seat in
the national assembly? The public will
be slow to believe any such story. Sulzer
stands discredited by his own vote.
