MOKE SKIPS WASTED
Ws feel a just pride in quoting the
figures that show our great foreign trad
which now exceeds two billion dollars per
year. For the ten months ending October
1 904 the total of our imports and exports
was $2,236,943,822. This is a good
showing and one that very properly
flatter our vanity, but when w ar told
that but ten per cent of this Is carried in
American (hips, a.id that w are paying
an annual tribute to foreign owned ships
a freight, th normoussum of $150,
000.C 00. the pride oozes out of our in
flated bosoms, for w intuitively feel that
ws ar dependent on foreign ships to
carry the products of our farms, mines
and work-shop to market . .
In 1810 American ships carried 91 per
cent of our foreign trad. Foreign
marine countries seeing the advantage
that a share in the foreign trade of the
world would be to them, began a system
of national aid to their ships by bounties
and subventions. The United State
alon of all the commercial nation failed
to encourage its merchant marine with
the result that in 1861 but 65 per cent
of our foreign trade is carried on beneath
our flag in our ships and now but ten per
cent of our foreign commerce under our
flag. ' .

though th nation that does not encourage
ship building and operating must be con

foreign trade. England paid to her ship
owner in 1901 bounties and subsidies
$5,536,612. Italy paid for the' tame
purpos $2,819,451 and Japan $2,942,-
299. Our competing nations for ocean
freights paid in th aggregate in bounties
and subsidies in the year 1901 the sum
of $27,670,160.
