Olympia. Wash., Jan. 31. The board of
co Urol today finished its estimates on the
cost of the products to be turned out by
the jut mill at the penitentiary in Walla
Walla, and announced the following prices
for th year 1906:
Grain, bags $6.60; oat bags, $7.25
ore bags, 10 cents each; wool bags, 30
cents; hop cloth, lO ' cents per yard;
burlap, 6 cents per yard; kiln cloth, B
cents per yard; matting, 18 inch, 20 cents
per yard, 27 inch 25 cents per yard, 26
inch, 50 cents per yard; fleece twine (120
string) 10 cents per pound; hop warp
(240 string) 10 cents per pound.
The prices are somewhat in advance
hna which orevailed last vear. but
this is accounted for by the increased cost
of the jute over last year.
WILL BURN OIL
Within a week work will be begun at
the O. R. & N. Albina shops to change
locomotives now operating on that road
over the divisions from Portland to Uma
tilla to oil burners, and by the last of
next month every engine hauling trains
over those divisions will use oil exclusive
ly for fuel. Huge oil tanks will be built
in the Albina yards and at the ends of
the divisions between Portland and Uma
tilla, work upon which will be begun
within a short time. All Southern Pacific
lines in Oregon will be equipped with oil
burning engines during the coming spring.

tive hauling Southern Pacific rolling stock
will use crude petroleum for fuel.

A MODERN MIRACLE

SOME GOOD ADYKE
It has been a custom with many
heartless people in Baker ounty to wo k
their hotses for all they are worth during
the summer and then turn them out to
tustle on the range during the winter
This winter in particular has been very
hard on these horses and many are dying
Many ranchers t iroughout the country
refuse to take up these horses and feed
them because they believe they can get
pay for the same, So many inquiries
and statements to this effect have been
made that the attention of these ranch
ers should be called to the estray law of
Oregon.
, Under the provisions of this law any
annul can be taken up and .fed and tl
man performing this work can collect
pay from the owner of to take possess
ion of the animal. The law provides that
wherf the animal is taken up the one
taking it up shall advertise the fact for a
certain length of time and if at the end
of that period the ownet does not claim
his property and pay the cost of carng
for it, the person taking it up may sell it,
deduct his cost bill for feeding and caring
for the animal, retain half the proceeds
and send the other half to the state. Or
if the animal does not sell for enough to
pay the cost he may keep it himself, that

Tbese are the general provisions of the
law but it would be well to consult an
attorney and go strictly according to the
statutes. But in no instance can the
owner claim his horse and take it away
without paying for its keep. The law
protects the man who is kindhearted
enough to to these poor starv'ng creatures
