Washington, D. C, Jan. 30. Senator
Fulton is concentrating his energies upon
the House of Representatives committee
on public lands to get the Northurn Paci
fio overlap relief bill through that body.
But little time was lost in putting it
through the Senate. There are from
eight hundred to one thousand settlers
affected on the Oregon side of the line,
and their pleas for justice at the hands of
Congress are at last having effect, through
the energetic work of the senior senator.
These cases have occupied the courts
for several years. In all, 2000 settlers
in both Oregon and Washington took land
that was afterwards declared part of the
Northern Pacific grant. Approximately
1600 of these had taken their land prior
to the ruling of the interior department,
a right to the land. In general terms a
like number of people have settled on the
grant lands since that ruling. The act or
1898 took care of those who have stiff
ered from early conditions, and the bill
which Senator Fulton has just put through

Washington, Jan. 50, Secretary of
War Taft proposes that Congress author
ize that action be taken against the Pa
cific Steamship Company for the deliber
ate refusal to handle freight to the Isth
mus, thereby causing a congestion, of
which Stevens complained in his report
before the Senate committee. ' Taft says
if authorized to do so he can use the
transports to handle freight between San
Francisco and Panama and suggests that
such a course might have a good effect on
transcontinental rates. Senator Morgan
suggests that the coast wise laws be
modified so as to make it possible for
other companies to enter the trade.
Grand Chancellor of the Knights of
Pythias M. F. Davis arrived n the city
this morning accompanied by Judge Cake
of Portland) W. L. Bradshaw of The
upreme representatives; L. R.
Stinson.G. K. R. S; F. D. Wrightman,
grand tribune; and Attorney Frank S.
Grant of Portland. The party meets
with the Elgin lodge this evening and to
morrow evening Red Cross lodge of this
city will have a special meeting to receive
these distinguished gentlemen, and Thurs
day night they will pay an official visit to
the Union lodge.
TABOR NUGGET MINING COMPANY
On January 12, 1906, the Tabor Nug
get Mining company filed articles of in
corporation in the office of the county
clerk of Grant county. The home office
of the company is in La Grande, and
those who have joined in the incorpora
tion are G. H. Powers, W. Fv Hendricks,
O. M. Crossland, Chas. Barrett, B. Q.
Austin and A. W. Hogue. The capital
stock of this company Is $500,000, com
posed of a like number of shares of par
value of $ 1 each.
The Tabor Nugget Mining company
recently acquired the Tabor Nugget No.
2. quartz claims located near the town
of Granite, and it is to the development
of these claims that this, newly organized
company will devote its efforts. Blue

get clearly before Congress. Instead of

suant to a government official's' advice.
This same policy will be pursued in the
effort to get it through the House. The
frt that 1 600 ooor settlers suffered
seems a sufficient motive for the enact
ment of such a law. If they are given
the lieu privilege, they will lose practical
ly nothing, as they will probably be able
to get land worth as much as that they
sought to take in the grant area.

Washington, Jan. 50. A series of tests
that are of great importance to the lum
ber interacts of the Coast is now being
conducted under the direction of the For
est Service by the State universities of
California' Oregon and Washington. The
experiments are being made to determine
the exact value of the structural timbers
of the Coast, and are being conducted
simultaneously at Berkeley. Eugene and
Seattle.
The tests cover all grades of lumber
from clear, straight-grained sticks to in
fenor pieces containing such knots and
other defects as are found in common and
second grada timbers. By this means it
is possible to establish both the liability
of the timbers to contain season checks,
knots, windshakes and other similar de
fects, and the precise effect which these
will have on the strength of the timbers.
The knowledge thusobtainsd enables the
engineer or architect to desig.i tim ber
structures with safety and economy.
Red fir whose merit has 1 ong been
recognized in the West, stands w ithout
question first in importance among the
structural timbers of the Coast, for light
ness, strength and durability are its dis
tinctive valuable qualities, and the fact
that it cm ba obtiinai reality in sticks
of exceptional size without defects greatly
enlarges its utility. In recant years its
production to eastern markets has made
rapid strides. The results of the test
confirm conclusively the exceptional
merits of this timber.
Western hemlock his not b sen readily
received in the market. Chief among the
obstacles with which it had, to cope is the
similarity of its name to that of the east
ern hemlock, whose poorer qualities it
has unjustly been held to share. Tnough
large quantities of the timber are cut
and sold, they are marketed under, Actio
ious names such as Washington pine,
Alaska pine and grey fir, for under its
own name the western hemlock has even
now no market standing. Yet the results
of tests, show that, though it is not so
strong or serviceable as red fir or long
leaf pine, its structural value compares
with that of loblolly or Virginia pins, and
that it therefore deserves to be marketed
on its merits.
FAIR GATES (LOSfD
Yesterday the Lewis and Clark fair
grounds were closed to the public. A
high board fence, designed to keeD the
curious out of the grounds, is completed
and watchmen with special police powers
have been stationed to see that none other
than those having business there get in.
Yesterday many people visited the site.
It was there last chance to see the chost
of the fair. The Lewis and Clark wrick
ing company has a contract for razins the
structures and machinery is now on the
way. The lumber is to be saved. Most
of it is to be sluiced into the lake and
floated to the railroad tracks. The object
in closing the grounds to tSe general pub
lic at this early date was to prevent fire.
It is generally understood that the fair
site will be filled in with dirt from the
hills and made serviceable for warehouse
