Charles A. Johns was born in Jackson
county, Missouri, on June 25. 1857,
which makes huh 48 years of age. He
came to Oregon the following December
.and it was not his fault that he in fact is'
not what he really is, a native Oregonian.
He received his- early education in the
public schools at Scio, Linn county. He
received the A. B. degree in 1875 from
the Willamette University, at Salem, and
the A. M. degree in 1882. He was ad
mitted to the, bar in 1851 and commenced
the practico of his profession' at Dallae,

appointed county judge of Polk county.
where he lived until 1 888, when he moved
to Baker City, where he has since made
his home and practiced his profession
with marked success. Mr. Johns has
never hld a political office. He has been
honored with the mayoralty of Baker
City upon Jwo former periods which posi
tion he "now enjoys, having fceen elected
by the largest majority ever cast for any
one for that office. He is serving his
fourth consecutive term as school director
and at the last election received every
vote cast. No person has stronger home
endorsements.
, FLATFORM
The affairs of state should be conduct
ed with a high sense of honor and on
sound business principles and a broad
plane of equality, and to that end there
should be a watchful care and vigilance
over every department. The high and
tho low, the rich and the poor should re
ceive the same c uteous treatment. The
laboring man has the same right to be
heard as the railway magnate or the mill-'
ionaire. , .
The state school fund should be treated
as sacred, arid there should be no juggling
with school Iandsv A law should be en
acted, preventing speculation in, or the
sale or assignment of school land certifi
cates. Tho land agent should not be al
lowed to have any favorites, or speculate
through knowledge obtained by virtue of
office. There should be no adjuncts to or
around this ofTice and it should always be
above suspicion. '
All kinds of property, including fran
chises, should bs rsqu red to pay a just
and reasonable tax, and express and simi
lar companies should pif a tax on their
gross earnings in t!ie state.

The primary law was enacted by a
vote of a larga majority of the people and
is entitled to, and should be given, a fair
trial and should bo rar-peoted both as to
its meaning and intent.
From sentiment and conviction. I stand
with President Roosevelt, on the labor
question, and am in thorough acc rd with
him on the question of railroad legislation.

favor liberal support to, and a hignsta.id
aid of education; and,vith rare exceptions
think our own boys and gu is slnuld be
educited within tno slate of Oregon.

and there will be no "favorites" end no-

the state an honest clean, conscientious
and vigilant administration, "of the
