WHO ARE THE PEOPLE? '
The question, who are the people? to a
great many of our readers, doubtless,
seems a very silly one, but when the
dictionaries, histories and nclyopaedies
are consulted most persons will find that
the question is not so easily answered as
they thought There is a common im
pression that the word people means all
the human beings that occupy a given
space of country. This is the modern
meaning of the word by the common
folks of the United States but it has quite
another and more restricted meanino
when used by our law makers and to
them it only means a class that have
superior rights to the great mass of
human beings. The history of the word
gives force, or at least plausibility to the
latter meaning. It is of latin origin, from
the word populus, which , meant the class
of Romans that possessed political rights.
There were three classes in Rome. 1 st
men of property, house-holders; 2d
tenants or clients followers of the rich or
as the word means listeners, who must
listen but not sptak about public matters
3d. slaves, that constituted, according to
history in the latter days of Rome four
fifths of the human beings under Roman
rule and were always numerous.
The ,first class "house-holders" alone
in Rome had political, ie: burgess rights.
It was these who exclusively constituted
the populus, the people," Tnis shows
that the word people as defined in classic
literature means exclusively the ruling
lass. When a proposition is made to
extend the burgess right that is the right
to vote the classic 'scholars have always
held that the right to vote was not an in
herent right to any class" but the ruling
one. Under this meaning of the word
people, the "glittering generalities of the
Declaration of. Independance" were and
i yet ignored by our law makers and
property owners only were permitted to
vote in. most of the states for a long time.
Witte. the right hand man of the Czar of
Russia, who is a classic scholar, but a few
days ago in discussing the demand of the
common folks of Russia, for universal
sufferage said: "I do not believe there is
a well informed man (doubtless meaning
a college educated one) that believes in
universal sufferage." It i quite probable
that a vote taken by the classical scholars
in the United States would prove Witte 's
assertion as practically true. Our higher
educational institutions have from the
foundation of our government held the
uneducated mass, that is the great undi-
plomaed multitude in great contempt, and
like the Roman platis they have no rights
civil or 'political, except such as were
graciously granted them by the pratician
rulers. This feeling of the learned and
wealthy class is the real cause of the
hazing now causing so much indignation
in this country.
It is about time our law makers, execu
tives, judiciary and colleges, comprehend
and act on the American idea, that the
people means everybody and not
favored class.

tinguished men from all parts of the great
northwest even from our neighbor, British
Columbia, These men have won fame,
not by inheritance or political work, but
by their Individual work, in making mothtr
earth respond to the magic touch of ttwir
skill, by yielding luscious and beautifu
fruits.
They are here to confer with our people
ar.d tell them how they managed to bring
the big .red apples, luscious peaches
blushing in their tempting Icviliress,' Jixy
pears, aromatic strawberries and other
fruits "
from the soil, to increase the comforts
and delights of man, The work which
they have done is of incalculable more
worth and importance . to the human
family than that of warriers or states.

in subordinating the forces o nature and
made them bring forth forms more beau
tiful than poets ever conceived, and more
useful than statesmen ever inaugurated.
To fall in line and heartily co-operate
with such benefactors is an honor and de
