the meeting1 Was to tak the- necessary
steps toward compliance with the re
quirements of the department of , the in
terior with respect to the East Umatilla
irrigation project, and to organize the
Hermiston Watar Users' Association!
The association of laricf' oV.-iere ; was
deemed the- most' eipe'djeril method of
getting ail parties concerned' in line, for
agreement to. the government require
ments concerning land holdings within
any area affected by an irrigation project
under the national reclamation' service
A feature of these requirements, as eff
ecting the individual, is that all owners of
land under the scope of such project
mustagiee to relinquish their holdings
down to 160 -acres. Collectively, the
landownere must come under the juris-
secrstary of trie Interior. ' ' ? . "r.

C. Crawford were appointed a committee
to draft the by-laws of the . association,
and as soon as these have beed complet
ed they will be forwarded to Washington
for the inspection of Secretary Hitchcock.
Today the committee met an Echo ' and
drafted the articles ot Incorporation and
the by-laws of the -association. The
association will be known as the Umatilla
"River Water Users' association and it will
1 have its principal place of business at
Echo.

of the government's requirements,. These
companies represent some 30,000 ac
of land ditches, built and contemplated, to

ation, by the secretary of the interior is
all that remains now relating between the
