Hearst is contesting the elec tion, as shown by the returns, of George B. McClellan to the mayoralty of New York City, on the ground of fraud, alleg ing, among other things, that 50,000 Hearst men. on going to the poll tn note, found that men had already voted in their names, and that these 50,000 men there fore were disfranchised. If Mr. Hearst's contention be correct he will have the support of the entire nation in his contest In fact Mr. lvins, one of Mr. Hearst's competitors for the mayoralty, and Dis trict Attorney Jerome, have both prom ised their aid in making the contest The entire nation would be rightfully indignant at the disfranchisement of 30,000 Amer ican citizens. But there were some 600,- 000 ' other adult American citizen in New York City who were not permitted to vote in the recent election the women of New York City. These women were a vitally interested in the questions at take a were any of these 50,000 men, and were as capable of giving an intelli gent decision on those issues; their taxes help to support the government; their labor in the homes and elsewhere i a factor in the life and prosperity of the city. A great wrong has been committed in disfranchising 50,000 men in New York City, if that actually has been done. but a 20 times greater wrong has been done in disfranchising 20 times as many women in that city; and an infinitely greater wrong is done every year in this country in denying to millions of Ameri can women the right to vote. Postmaster General Cortelyou recently completed and forwarded to the secretary of the treas ury estimates fcr the postofflce depart ment for the fiscal year ending June 50, 1 907. They show a reduction of expens es wherever it is believed it will not im pair the service, but make provision for development of postal facilities to meet the growing needs of all sections of the country, ' ' The estimates for the postal service at large--the field service aggregate $ 1 95, 000.000, an increase over last year's propriation of about $27.0000,000. This increase represents the normal growth of the service based upon what ' the postal authorities regard as the most careful and conservative estimates. Each suc ceeding year see a large increase in the business of the department The princi pal items in the increase are the rural delivery service, railway ' mail service compensation to postmasters and their clerks and the compensation of letter car riers. For the maintenance of rural delivery service and its proper extension over $2,000,000 will be required. This is an increase of $5,600,000 over the appro priation for the current year, which in turn is over $5,000,000 more than that of last year, so that the present estimate is $1,400,000 less than the increase of the present over the preceeding year. The dafictrfor the fiscal year ending June 50, 1905, was $14,672,584. "This amount, the difference between the expenditures and the revenues of the department" it is officially announced, "may be said to represent the actual cost of the postal service to the people. , If recent calculations are a "accurate as they have been frequently in the past they afford good reason for believing that the deficit for the year ending June 50, 1906 will be considerably less. It is an interesting fact that the total revenue for, the fiscal year 1 90d exceeded the total expenditures for the fiscal year 1904 by nearly $500,000."
