WHAT TO SHOW FOR IT?
The United Slates has been
iilieral to the state o( Oregon in
the way of Kivine jit land.'
When it admitted Oregon, as a
slate, (0 set it up io. house keep
ing, it gave it the ICth and UGlh
sectious in each township Tor
common schools purposes which
in the aggregate amounts to 3,
329.70G acres, 46,080 acre to
start a elate. university with,
making a total, granted on its
admission into the Union tor
educational purposes, of 3,375,
780 acres, add to this 46.C80
acres salt land and the whole
granted on admission will be
3,421,S60 acres.
'Since admission, Oregon has
been granted by the general
government 1,507,096 acres.
By adJing the acreage granted
on admission to that given since
and it will be seeu that 4,988,
962 acres of laud have oomt in
to the possession of the state of
Oregon and under its control.
If all this land, was in a eolid
tody it would'coine 7,795 square
miles, aud if fenced in one field
it would be as large as Union
end Umatilla counties combine 1
with , five hundred fifty ihtee
square miles' for a calf pasture,
or a scope large enough after
feociug Umatilla and Union
counties to locate 2,212 home
steads with one hundred sixty
acres each.
The question? that do or
should concern every citizen in
Oregon are, 1st. How much of
this land does Oregon yei hold?
2nd. What has it to t-how for the
proceeds of that disposed of?
These queHtioiis are iiot urgd
by the Observer to s?ir up criti
cisin and cull forth denouuei
allons and rtgiets that, so lirge
a portion of this magnificent
douation of land by the general
governmeut to the state of Ore
gon has passed from its possess
ion leaving so little to show
therefor, but that a more judici
ous management of the temnant
may beinaguruted. It is useless
to whiue now because by im
provident mauagemeut of the
larger part of the over three aud
oue half millions of acres turned
over by the United Statts to
Ortgon for educational purposes
have beeu frittered away Or thai
nearly 800,000 acres given by
the U S to assist in construct
ing wagon roads should have
parsed from the ownership of
the states to corporations and

practically no roads have ben
builL Past wastefulness is only
refered to with the hopethst the
people, who under the ndJed re
sponsibilities that the Initiative
and Referendum has cast upon
them, wi l lake a more careful
interest in the landed property
of the state and so far as is
now possible look to it that, the
remnant of the school land yet
owned bv the state be better
managed than in the past.
HELP THE GOVERNMENT
The fact that the large land
holders in the binods of the
Umatilla irrigation project are
willing to concede much to the
government and aid in settling
all water difficulties-, will enable
the project to be started before
all others in the west alth jugli
the prospects looked blue indeed
for a lime. The Cold Springs
Irrigation compauy, with head
quarters at Echo, was the first
company to declare itself with
the government and others fell
in line rapidly until now few
obstacles stand in the way of
the government engu eers.
Subjected to sever but un-

ot of the government engineers
especially John I Whistler, ch:ef
ngiueer, corporations with
the sole thought of discodragirg
and blocking tbe engineers,
have assailed them from , every
side. A few of the misled news
papers took up the fight and
nave cudgeled them through
their columns. More sensible
people understand the immense
amount of red tape which a pro
ject must go through, and they
alone bave kept quiet and await
ed the results of the investiga
tions. True, the project will
not be the largeft, yet 10,000
acres divided ud into small
homes means much to any
community. Later the project
in Morrow county, water to be
secured by diverting the John
Day. .will follow and anotber
body of land of an almost equal
area will be .opened uo. The
cost of irrigation will be over
$40 an acre but those who have
Been the benefits of irrigation on
those arid plaius will Lot be
grudge the price.
The excitement of intending
settlers is not as great as . it was
when the first withdrawal of
land land was made by the
government as speculators have
found that the land laws govern
ing such settlement is not meant
for them, but intended for the
home maker only. The man
who will ive on and cultivate
the land is the one to get the
benefit and he alone can specu
late on the government's laud
by living his allotted number of
of year and paying his pro rata
of the cost of reclamation.
