Recent disclosures of the short
comings of high state and
national officers has called forth
many expression", which indi
cate that a great many of our
people believe that pur lie men
are worse now than in th
earlier 'lays of the republic. To
counteract this sentiment of
gloom the following is quoted
from the first annual message o
T" 1 . a .

Congress dated December 8th
1829, seventy five years ago.
"There are, perhaps, few men
who can for any leneih of time
enjoy office and power without
being more or less under the in
fluence of feelings unfavorable
to the faithful discharge of their
public duties. Their integrity
may be proof against improper
considerations immediately ad
dressed to themselves, but they
are apt to acquire a habit of
looking with indifference npon
tne publio interests and of toler
sting conduct from which an
un practiced man would revolt.
Office is considered as a species
of property, and government
rather as a means of promoting
individual interests than as an
DBtrument created soley for the
service of the people. Corrup
tion in some and in others a per.
version of correct feelings and
principals diverts the govern
ment from the legitimate ends
and make it an engine for the
support of the few at the expense
of the many. Offices were not
established to give support to
particular men at the publio ex
pense."

than Gen. Jackson draw nrl
published in his message seventy
five years ago. Jackson's
remedy wns to remove unfaith
ful or dishonest office holders
and let them carry off their
gains, without effort to recover
the money taken wrongfully, or
to punish the offenders, and in
the future limit office holding to
a single term.
The plan- now being worked
upon by President Roosevelt is
to remove corrupt officials and
punish them as any other law
breakers, perjurers and crimin
als are or should be. The pro
portion of corrupt officials does
not seem to be greater now than
when Jackson said "bat few
could withstand the temptation
to commit fraud, or at least to
connive at it," but the propor
tion of toose who are prosecuted
in the courts for misfeasance in
office is more than ten to one
than in Jtckton's administra
tion, or under any other admin
utratiou. Jackson said : "Turn
the rascals out." Roosevelt says:
"Turn the rascals out and pun
ish them also."
Politics seem to be infectious.
There has been so much specu
lation over the federal offiea
that have recently been appoint
eu unit .nose tnat remain to be
supplied and the untried new
primary law that the uneasiness
has spread out all over the state
Union county for aiany years
nas bad her share of politica
problems and not a few of them
have been exciting from the start
to the finish. This year new
conditions confront the voters of
this county. They are at sea in
more ways than one. For once
they do not go to their usua
headquarters in Portland for
their instructions, for the reason,
irrespective of what ever faction
they in the past have aligned
themselves with, that the old
headquarters have closed shop
and there is a general feeling
that this year, everything is to
be a free for all race, at leait for
the nomination.
