THE IRRIGATION CONGRESS
The Irrigation National Con
gress that will meet in Portland,
: Oregon, on August 21st for t
four days session is called to dis
cuss, "The problem of the age",
that of how to secure a suffiei
. eney of moisture, during the
season of growth, for the food
cropa that the human family re-
of starvation. The. increase of
people on earth, as a resultant
of civilation, renders it necess
ary that enormous crops of bread
making and forego crops be
grown. To meet this demand it
has become necessary to culti
vate a large area on which the
rainfall ; during the growing
season is insufficient to furnish
the requisite amount of water to
insure a crop that given remun
eration to the cultivators, - I
As farming is now carried on
in many, if not in all the states
of this onion, the sufficiency of
rain during the season ot growth
is so precarious that farming
partakes largely of a vocation
dependent upon chance. The
food producer plants with no
certainty of being rewarded for
his labor with a good crop, for if

will the crop fail. Few people,
even farmers, have a verv den-.

water is necessary each day to
insure the full growth and ma
turity of a tl,o of wheat, stalk
of corn, hill of potatoes, acre of
meadow, or a fruit tree, or how
