ed as to tbe methods employed in his
state to Improve the road system, ans-

ing that these criminals would be a
menace to the safety of our women and i
children, and that properly interests
. would be in danger, .but after four
years of careful investigation, I find
that there is no cause fur fear along
these lines. To exemplify this atate
i. ' ment I will cite Richmond county,
Georgia; where tbe ooonty roada have
been worked by convict labor for

, or has one dollars worth of property
been taken or destroyed hy tbe con
victs. Tbe counties employing con
victs bave received cheaper rod labor
and bave received better work than
those onubties depending upon the or
dinary free labor. The roads show
this statement to be a faot
The restrictions surrounding the
convict are inch that he gets the Deed
ed amount of food and rest, and la
therefore able to give tbe fall amount
of labor. In Richmond county the
convict Is guarded, fed and olothed at
a cost to tbe Btate of not to exceed
twenty five cents per day, and be Is
sble and does give the county labor to
tbe valua of one dollar and a bslf.
Therefore for twenty Ave, oents the
oouuty receives permanent road con
struction to tbe value of one dollar
and a half and theiefore makes a net
profit of one dollar and twenty five

not so doing. ' The convict problem has
yet another side, that of humanity."
The convict is put out In tbe open air
where he has an opportunity to see tbe
beauties and grandeur of natnre, and
his environments are such that tbe
better side of bis character has en op
portunity to develop, and instead of
becoming a more hardened criminal,
be becomes in truth a better rnnn
Many cases are known where the con
vict, having served a term on roal
oonstsuotlon, be has returned to bis
family and become a respected and re
spectable citizen and breadwinner for
bis family.
"I would like to oall the attention of
the law makers of this state to the faot

In conclusion, Mr. -Craft paid a
handaome tribute to this county and
city and said that he could see only a
bright future for La Grande and, Union
oo-nty. He urged the business men
of tbe city and county to combioe or
the common good and endeavor by
proper united effort to not only build
op the various Industries now lxated
here, but to secure others, and there
by lucrease tbe labor market; end the
market for the products of the rfarm.
