Taxpayers'. Meeting
Pennant to a general call for the
taipayere of Union county to meet la
this elt Saturday to disease the
present system of, aaeessment, aboot
sixty responded from the varloaa nra
clnc'a.
Hon. O D Hoffman, vaa ehoeen
chairman, and stated that tie meeting
waa ready to bear suggestions, .
L Oldenberg, after a .few remarks,
called for depot aaaeaaor T A Bine
hart, who waa present, to Inform the
meeting what the system af the Assess
or's offloe waa thla year.
Mr. Blnehart, la response, stated
that it waa the intention of the aaaeaa
or to aaaeaa aU property at Ita actual
cash ralae and that ha waa ready to
anawer all questions that was possible,
and that later In the meeting he
would state what the aaresaor had in
structed him to informs the cltliens at
thla maatlng. -.
Ex -Judge O P Goodall aet the meet
iLg straight m to why it waa called:
that many were apprehenaive regarding
the new change, wherebv Drorjertw U
to be assessed at fall Talae Instead of
one third aa in former years ; He
abowed plainly that Aaaeaaor Morton
waa limply following the law. That
mia waa not a new law bat has been
on the law books for years. That un
der a former system whereby the state
tax waa based upon the ralnation of
taxable property within the state, that
in order that each count mlsht eaearja
aa much of the state tax possible, that
it anally resulted to tha aaaeaeora of
ths rarious counties vlelns with' eaoh
other In reducing tha actual raluation
to aa low a point as possible,
fadge Goodall stated that Maltno.
mah county was not assessed to exceed
10 per cent. Bat now as tha atate tax
waa baaed upon tha aotaal axDcneea, of
each county, tha nidation waa Imma-
terlal.
He commended the notion taken b
the citlxens at this time and said that
daring his term as assessor ho would
only hare been too clad to hare had
the assistance of the people in soon a
manner, and suggested that a commit
tea be appointed to assist the aaaeaaor
In hla work. :
Mr. Goodall stated that there were
certain interests that hare great In
fluence in tha atate and that it la al
most impossible for any aaseieor to do
hia fall duty. ' He referred mainly to
tha railroads, and to cite an Instance
referred to tha faot that last tear the
rallroada wera assessed at 18300 ' but
later the county court cut It down to
5500. He then went on to abow that
in tha beginning thia road cost about
36,000 and was capital ixed at $74,000
and, according to their reports filed,
oleared between three and four per
cent, since which time tha road has
been greatly Improved and tha busi
ness largely Increased. Ha showed
how thla same company waa assessed
in California at $17,000 per mile and
at $10,000 per mile in the. states of
Washington and Idaho.
Deputy assessor ftinehart then read
the law and stated the assessment this
year would follow the law. Ha spoke
for over one half an hour going Into
the details of the taxation question and
extended a pressing Invitation for the
taxpayers to call at tha assessor's
office and examine the assessments,
not only of their own, but that of their
neighbors, and If they thought any In
justice waa being dona, the offloe
would certainly investigate. That the
taxpayers bad another opportunity to
adjust. In oase they thought they wars
not receiving fair treatment, at tha
hands of the assessor, to Distant their
oase before the Bosgl of Equalization.
ue empnatloally denied the report
that there had been a collusion or
compact between the O R 4 N Co. and
the assessor's offloe, whereby the com
pany would not fight the proposition of
being assessed at 12,000, and asked
the taxpayers to wait and see if they
Jid not have the nerve to assess the
rallroada of thia county, and also for
them to watch the values they would
place on Adama Avenue in La Grande.
A general discussion took place re
gardinghow valuea ahoald be
tained. Some preferred the Henry
ueorge ay stem, others one way and
another. The fruit men made tha
strongest plea on the ground that their
orcnaras were their crop and, as the
wheat, hay and other crops were not
taxed, their orcharda ahould not be.
It was shown that orchards wera not
taxed until they bora.
It was also stated that the best lands
in tha valley were being assessed this
year at $40 par acre aa agalust $13 and
15 heretofore.
Finally, a committee finnalailni nf
P Davis of La Grande preolnot, T T
Glenn of Summerville and Geo. Miller
of the Cove waa appointed to select a
committee from the various precincts
of the county to asalat the assessor in
arriving at equitable values and thoy
reported aa follows: La Grande, O P
ys aa
uooaain wove, Geo. Miller; Union,
Nels Sohoonover; florth Powder, How
ardCampteU; Summerville, J L Mo
Klnnia; Elgin, Jamea Meaterten ; Alioel
J W Lyttle.
8e ator McDonald arrived at tha
close of the meeting and responded to
ssvsral questions as to the change in
the assessment laws passed at the last
legislature, and replied with the ex
ception ol extending the time fire
yeera more tor providing for the present
system af ai ranging for atate taxea,
there was no change. He, however, was
of the opinion that we ware about the
only county la the atate assessing at
foil value and ha waa afraid that tha
next legislature might change the law
and then, with our high assessment we
might be forced to pay a greater por
tion of the atate tax than other counties
He also thought that this meeting
sboulc meet again next Saturday as
Senator Walter Pierce would be present
and aa he had given both aides consid
erable consideration, he thought be
would be able to give valuable advice
and the meeting so adjourned.
