I hear thit an effort is belna made
to prevail on tha Count? Court to an-
proprlate a considerable sum for the
Lewis and Clark 8 bow at Portland
It is a fact,' I believe, that this
county's part of the 1500,000.00 ap
propriated by tba legislature and
which the people will be compelled to
pay as taxes amounts to between f 20,
000 and $30,000. Pari of Ibis was
paid last year and the remainder will
be paid this year In my judgment
this is all that this county ought to
pay,. I ?ery much doubt whether tbe
county will receive any . aubstantial
benefit for this, and 1 think that no
more, should be aeked or granted. I
know that tba real estate men and
boomers are making a great effort to
get mora appropriated, but there are
lateral good reasons why they should
laM. '
In tba first place tha oounty court
is not authorised to appropriate
money for any auih purpose, and the
warrant would be null and fold if
they should attempt to appropriate
money for that purpose, and ita pay
mem could be enjoined, and tha
members ol the court might be per-
aooally liable for tba amount of . the
pretended appropriation.
Then we bare recently learned that
this oounty is so badly indent that it
cannot create any mote indebtedness
until it pays what it now owes, or re
duces iu created indebtedness to lest
than 15,000. Tba whole debt le sup.
posed to be over 1200.000. This is an
enormous debt and the oounty court
would be guilty of a plain violation of
the constitution now to add to ihis
great debt to aid the Portland show
or aoy other. Tbe numbers of that
court bare taken a tol.'Uin path to
support tbe constitution . and tbev me
eipcteJ not tofentisnally to violate
this oatb. They - know that - tbe
county it in debt for beyond tbe con
stitutional limit and they knw that
an appropriation of any sum what-
aver for the Port end tbow would be
contrary t the constitution and tbeir
official oaths, and I hipe thai they
will not violate tbeir oaths of offioe.

more than any number of shows can
benefit it Then, officers are exneet-
ed to obey tbe law and not violate it.
It is about time that oonntv offioials
were looking after the interests of the
oounty and not increasing tbe county
indebtedness and the rate of t xes. It
is tbe duty of the oounty court to gel
the oounty out of debt as soon as
tbey can by tbe exercise of all reason
able efforts. They should shut down
on all "grafts" and all other expendi
tures that are not compulsory. Tbe
people of tha oounty know that the
court has refused to make grants for
road improvements on the ground
that the court could noa legally in
crease tbe oounty debt Can they in
erease tbe oounty dedt to aid the Port
land sbowf Common sense says em
phatically, NO.
An other matter that might be re
ferred to, now that the legislature is
in session, and lhatis that tbe county
oourl should not permit any more
"grafts" for 1 bbying to be impoeed
on the county. It is time to' swear off
on all such impt Billons on tbe tax
