AFTER PAPER TRUST
Attorney General Moody, for
the United States, on December
27th began suit in U 8 court at
8t Paul Minnesota to enjoin the
General Paper Company, a cor
poration fro in doing business in
the United States on the ground
that said company is a monopoly
and obnoxious to the U 8 Statutes
against monopolies, combines
and trusts organ iaed and operat
ed to restrain legitimate compe
tition in interstate oommerce.
The charges against the com
pany is, that it wits organised in
1900 for the purpose of fixing
the price on, and to have the sole
control of the sale of all the
paper made by a large number
of the great paper manufactures
in the United States, and that
in pursuance of this unlawful
combination has so far succeed
ed that white paper used for
printing books and newspapers
has increased in prioe about fifty
per cent.
Some idea of the picking of
this combine or trust may be
had by remembering that in
1908 there were 20,485 news
papers and periodicals publish .
ed in the United States, and also
of the hardship the raise of about
50 per cent in the prioe of white
paper bad upon publishers by re
calling that in 1901 there were
! 20,879 such publications in the
U S showing a decline, in the
three years ef the Paper Trusts
operation, of 894 publication.
The following figures taken
from volume seven page twelve
of the last U 8 census taken in
1900 will show that the paper
trust, which the U S govern
ment is now trying to knockout
of business, has beeu cinching
the users of paper in the United
States to the tune of over eight
million dollars a year, for the
past four years, since the com
bine began operation, the largest
portion of which falls npon the
publishers of newspapers.
In 1900 there were 190 paper
making establishments in the U
8 engaged in making white
paper for printing and writing
purposes with a capital invested
of 011,870,585. These compan
ies employed 720 officials and
clerks to whom were. paid $922,
689 as salaries for the year. In
addition to the officials and clerks
there were 6,117 wage earneres
employed for the same year, and
paid as wages 12,242,702. These
190 establishments in addition
to salaries and ages, paid out
that year, 1900, material used
and meecellanieus expenses 10,
862,743 making their total out
lay for the year, not counting
interest on capital, amount to
18,028,184. The value of the
product turned by these 190
paper making establishments
for the year was $16,785,659
showing a profit of $3,757,495.
By adding the capital invested
in the 190 plants to the aggre
gate outlay for salaries, wages,
mescellanious expenses, and cost
of material worked up we find
that a total cash outlay for the
year, $24,398,719 earned $3,767,
495 or a fraction over 15
per cent which looks like a good
business. By going into the
combine without any additional
outlay of cash, the value of the
$16,786,269 yearly output is in
cressed and the public is made
to pay at least fifty per cent
more lor it and thus increasing
their profits over $8,000,000
without any additional outlay.
The trusts and combines that
are doing unlawful business in
th? U 8 sre nnw combined, not
to defend suits and actions in
the courts, but to keep a lobby
in Washington city and defeat
bills making appropriation of
money to enable the U S De
partment of Justice to prosecute
wrong doers and thus render the
anti trust statutes dead letters.
The U 8 Courts demands the
service of detectives to hunt up
evidence not the time of wit
nesses and jurymen when Con
gress has provided no money to
pay thorn for their service and
time.
