I'.iigle Valley News Compromise Most STUBBORN COUGHS La Grnade Evening Observe MONDAY,- OCT. 24 1904 For tlie Eailroad Oolfar, Wash., Oct. 24. Active stepB to secure the building ot ' th t portage railroad around the rapida of the Col umbia river at the Dalles, Ore,, have been taken by the. "Open River-As sociation" of Oregon and Washington, and an effort la now being put forth to raise the required amount of money. J L Blnlock of Arlington, Ore., presi dent of the association, waa here today to interest Whitman county people in C E 8crlber, oashier of the Colfax National bank ; E I Comao, oashier of the First National bank, and 'O L JiacKenzie, representative from this district, were, appointed a committee to solicit fu- ds aod care for the same until needed for the improvement of the river. The association baa undertaken to ratre (40,000 frcm the 83 counties ol Washington, Oregon and Idaho, which border on the Colombia and 6nake rivers. Glllam county, Oregon, has promised 15500; Umatilla oounty, Ore gon, $5000; Walla Walla county, Wash ington, $5000; Whitman county, Wash ington, is assessed (3000. Thia money is not to be paid until a oontract is let for the work and a sufficient guarantee is given that the work will be promptly done. The estimated cost of the work is $200,000. Tie last Oregon legisla ture appropriated (100,000 for thia pur pose, ai d that was thought to be eolll- lient, but the government appropriat ed a atrip of land along the river for a canal, which crowds the proposed portage road fnrther back into the rocky bluffs and makes it muon more expensive to build. The money ap propriated by the Oregon legislature for this work has been turned over to the assooiatlon tn be used in building the read. It is the expectation that the road will be open before the next wheat crop is harvest d, and that the crop can be shipped via the river route totheBea. SEVEN MILES LONG The proposed road will be seven miles in length, and will run around Celilo rapida of the Columbia river. Thia will make an open river to the sea, and the bulk of the grain crop of Whitman county pan be i-hipped that way. When completed the road ia to be under the management of the state ol Oregon, and is to be operated solely in the in terest of the shippera. freight is to be handled at aotnal cost. It will be the first railroad in the west to be operated under state control, and will be n good test of the feasability of stato ownorshlp. The committee has issued a circular letter, which ia being sent to farmers and others of the 33 counties, from which it is expected to raise the re qnip.d sum. G. A. R.
