He finds the con dition involve an imminent danger of wrongdoing to the general Indian popu lation, discredit to the states demand and drastic mnedies. He recommends that the commission to govern Indian tribes he abolished ; that agents bo kept independent o( each oilier, that the ad ministration of the ii (Fairs of the terri tory be committed to officers on the spot, to be carefully superintended, but not to be controlled from Wash ugton. Specific allegations respecting federal officers are found to be substantially trae.
