A project to replace the
bridge on Silverton Road
over the Little Pudding
River has been pushed
back to spring of 2021.
Additional studies to
complete the right-of-
way
process
have
prompted the county to
push back the start of
construction, according
to Marion County Public
Works officials.
The project will close
Silverton Road between
60th Avenue and 64th
Place to replace the
bridge along the existing
alignment.
Two other options to
build adjacent to the ex-
isting
bridge,
which
would have left Silverton
Road open during con-
struction, were decided
against due to increased
costs and impact to the
neighboring properties.
The new bridge will be
raised to better match the
approaching
roadway
and include two lanes
plus a center turn lane ex-
tending to 64th Place.
The $6.4 million pro-
ject is expected to go out
for bid in February 2021,
begin construction in
spring and be completed
by Thanksgiving. The
project is being paid for
with federal-aid funds
and a 10% match by the
county.

SUMMARY: The RBS has made a Finding of No Signifi cant Impact (FONSI) with
respect to a request for possible fi nancing assistance to Bighorn Solar, LLC for
the construction of a 2.2 megawatt (MW)solar Facility in Marion County, Oregon.

SUPPLEMENTARY INFORMATION: The Applicant’s proposed project would use
ground-mounted, fi xed tilt solar arrays, consisting of photovoltaic (PV) modules,
inverters, and associated racking and electrical equipment. The Project would
have a generating capacity of 4,064 megawatt-hours (MWh) of energy per
year and would sell this energy to Portland General Electric (PGE) under a long-
term fi xed power purchase agreement. When constructed, the solar arrays and
associated components would be no more than 10 feet in height and would be
surrounded by 7-foot tall chain link security fence. The facility will be located on
privately-owned property in Marion County, Oregon.
The availability of the EA for public review was announced via notice in the
following newspaper(s): Publication occurred on February 19, 2020 and February
26, 2020 in the Statesman Journal. A copy of the EA was available for public
review upon request. The 14-day comment period ended on March March 4,
2020. The EA was also available for public review at the USDA Rural Development
offi ce. RBS received no comments from the general public.
Based on its EA, RBS has concluded the project would have no signifi cant impact
(or no impacts) to water quality, wetlands, fl oodplains, land use, aesthetics,
transportation, or human health and safety.
The proposed project will have no adverse effect on resources listed or eligible for
listing on the National Register of Historic Places. The Agency has also concluded
that the proposed project is not likely to affect federally listed threatened and
endangered species or designated critical habitat thereof. The proposed project
would not disproportionately affect minority and/or low-income populations.
No other potential signifi cant impacts resulting from the proposed project
have been identifi ed. Therefore, RBS has determined that this FONSI fulfi lls its
obligations under the National Environmental Policy Act, as amended (42 U.S.C.
4321 et seq.), the Council on Environmental Quality Regulations (40 CFR §§ 1500-
1508), and USDA Rural Development’s Environmental Policies and Procedures (7
CFR Part 1970) for its action related to the project.
RBS is satisfi ed that the environmental impacts of the proposed project have
been adequately addressed. RBS’s federal action would not result in signifi cant
impacts to the quality of the human environment, and as such it will not prepare
an Environmental Impact Statement for its action related to the proposed project.

flipping of the economic
switch to ‘off,’” said Fisch-
er, a financial planner. “At
some point, the switch
will be flipped on again,
but the hope, with this
fund, is that we can
bridge the gap until then.

their doors open again
and get going, then
they’re going to be okay.”

falling through the cracks
or closing because they
can’t get aid fast enough.
Some firms can’t apply
for government aid be-
cause they are too new,
while others don’t qualify
because they have “more
than five employees,”
Fischer said. It’s these
kinds of businesses that
could benefit from a local
alternative. In a small
town like Silverton, appli-
cations can be viewed
case-by-case rather than
categorically denied.
For some Rotary Club
members, the motivation
for pivoting from the usu-
al agenda to shore up lo-
cal livelihoods is the en-
dowment fund itself,
built to self-sustenance
in 1990s by generous con-
tributions from Silverton
businesses.
“We compiled funds
because of these busi-
nesses, so now it’s just us
returning the favor. It’s
really just giving back,”
Fischer said.
