Appeal Tribune Wednesday, October 4, 2017 3B K1 Obituaries Obituaries Sept. 12, 1999 — Sept. 22, Elizabeth 2017 Hoke Eliza- beth, 18, died tragically Friday night, Sept. 22, in Monmouth. She was born on Sept. 12, 1999, in Silver- ton and spent her entire life living and loving her family’s farm. Elizabeth graduated Valedictorian from Silverton High School in June 2017 and was starting her college career at Western Oregon University, focusing on her love for biology. She was a member of St. Paul’s Catholic Church in Silver- ton. Elizabeth enjoyed reading, dancing, singing, and spending time with both her family and friends. A grant application ob- tained by The Oregonian/ OregonLive shows Wild- life Services did use the term “educate” to de- scribe its plan to inform landowners about how black bears, porcupines, squirrels and other ro- dents damage timber -- and then assist in combat- ting the creatures, by ei- ther setting traps or pro- viding “hands-on” train- ing. Statewide, the agency killed 193 bears and 13 porcupines in 2015, rec- ords show. Wildlife Services also said in the grant applica- tion that it would use $22,000 of its county fund- ing to maintain an ATV and other vehicles. Congress would have to make changes to Se- cure Rural Schools, which is currently expired, to ensure greater scrutiny of how the money is spent. David Bergendorf, the U.S. Forest Service’s man- ager overseeing the pro- gram, said his agency has no legal basis to track county spending. While counties must sign a form certifying they’ve proper- sions were drawing, pho- tography and during her senior year she played tennis at Silverton High School. She had a true thirst for knowledge and knowing the world. Eliza- beth started her travel journeys when she was very young, 6, seeing most of the United States, Italy, Spain, Mexico and Canada. Elizabeth just re- turned from a month long trip in Asia, where she was able to be an elephant caretaker for an entire day, feeding and bathing her elephant. She lived her dreams every day! Elizabeth had the kindest heart that spread joy to everyone she touched. Her smile brought warmth to all, it shined on and her words were al- ways filled with gratitude and kindness. Elizabeth was preced- ed in death by her grand- fathers, Bob and Bruce, and grandma, Helen. Eliz- abeth is survived by her loving parents, Anthony and Kristan Hoke of Sil- verton; her sister, Abbie Hoke of Silverton; grand- mother, Sandie Philippi of Silverton; her dog, Max; and many aunts, uncles, cousins and friends. A celebration of life was held Friday, Sept. 29, at the Oregon Garden Main Pavilion. Rosary, Catholic Mass and a re- ception were held Satur- day, Sept. 30, at St. Paul’s Catholic Church in Silver- ton. Interment will be in Union Hill Cemetery in Silverton. Congress could certainly write that in, but they never did.” Steve Pedery, conser- vation director at Oregon Wild, said the county’s de- cision to fund a program benefiting private timber owners and a group that echoes industry talking points “just shows how broken the political sys- tems in these counties are.” Groups like Communi- ties for Healthy Forests and the American Forest Resource Council work together to achieve the same legislative outcome, Pedery said. If a Rose- burg nonprofit delivers a pro-timber message in place of an industry lob- byist, he said, “suddenly it begins to sound credible.” There are other ques- tions about the publicly funded video favoring sal- vage logging, apart from its eligibility for Title III funding. Groups that receive some types of federal money are prohibited from using it to create propaganda or lobby for federal policy changes. However, it’s unclear whether that restriction would apply in this case because the money first passed through the coun- ty, said Susan Gary, a Uni- versity of Oregon law pro- fessor. Boice defended the spending, saying he and his fellow commissioners thought it was important to show how much timber goes to waste after fires. Justine Harris Nov. 1, 1915 — Sept. 24, 2017 Justine passed away peacefully at the family farm at 101 years, 10 months and 23 days old. She was born at home in Monitor to John and The- resa Drescher.
