OBITUARIES
Mackenzie Margaret Moreno
Oct. 6, 1996 – June 12, 2017
Mackenzie Margaret
Moreno, 20, passed away
in her home on June 12,
2017, in Keizer, Oregon.
She was born on Octo-
ber 6, 1996, to Felipe and
Debra (Haynes) Moreno
in Silverton, Oregon.
Mackenzie grew up in the Silverton/ Mt.
Angel area. She graduated from Mt. An-
gel High School; class of 2014. After
graduating she attended Pioneer Pacific
College in Wilsonville to become a med-
ical assistant.
Mackenzie enjoyed photography and
natures beauty. She loved her family
very much and spending time with them
was one of her greatest joys. Mackenzie
was an amazing aunt to her nieces and
nephews in Colorado; she loved them
very much and would do anything for
them.
Mackenzie is preceded in death by
her mother, Deborah.
She is survived by her father, Felipe
(Lupe Gomez) Moreno of Keizer; step-
siblings: Nick (Lacey) Haynes of Stras-
burg, CO, Steve Almanza, Stephanie Al-
manza, Johnny Almanza and Kristal
Rodriguez all of Salem; many uncles and
aunts, cousins, nephews and nieces.
A Mass of Christian Burial was held
on June 16, at St. Mary Catholic Church
of Mt. Angel.
Arrangements were made with Un-
ger Funeral Chapel of Mt. Angel.
G. Wayne Van Dyke
March 12, 1930-June 10, 2017
Wayne Van Dyke died
Saturday in his home at
the Mt. Angel Towers.
Wayne was born in Hills-
boro, Oregon to George
and Ethel Van Dyke. He
grew up on a farm outside
of Forest Grove and had a
great childhood with his siblings and
young aunts and uncles.
After graduating from Verboort
High School, Wayne attended the Uni-
versity of Portland, earning a degree in
business. He went to work for First Na-
tional Bank of Oregon where he met the
love of his life, Betty Mautz. Betty and
Wayne were married on May 1, 1954.
They raised two daughters, Lisa and
Brenda.
Throughout his life, Wayne loved
hunting and fishing. He loved fishing in
the ocean for salmon, halibut, or alba-
core, crabbing in bays, and fishing for
kokanee at Wickiup Reservoir. Wayne is
survived by daughters, Lisa Borgerson
Open house to showcase plans
for new Detroit visitor pavilion

Detroit Ranger District, the Federal
Highway Administration and the city
of Detroit will host an open house to re-
view draft designs of a new visitor pa-
vilion to be located near downtown De-
troit.
The open house takes place from
5:30 to 7 p.m. Thursday, June 22, at the
Detroit Ranger Station on Highway 22,
44125 N Santiam Hwy, Detroit.
The review also includes proposed
improvements to the Detroit Flats day-
use area.
The designs are part of a several-
year collaboration to explore options
for improving tourism and recreation.
The project involves a visitor portal
near the former Detroit Elementary
School site, which will include parking,
restrooms, visitor information and a
picnic area.
Plans also call for a pedestrian and
bicycle trail connecting the portal with
Detroit.

Arlene Louise Brenden
May 19, 1947 – June 12, 2017
Arlene Brenden died
peacefully Monday morn-
ing, June 12th, 2017 in the
loving arms of her hus-
band, Brad, their children
and grandchildren, and
surrounded by family and
friends.
She was dearly loved and will be
deeply missed. Please join us for a me-
morial celebration on Friday, June 30
from 2 to 5 p.m. at the First Christian
Church on N. First St. in Silverton, Ore-
gon.

Norman “Swede” Ross
Janary 10, 1929 - June 15, 2017
Swede was born to Rex
and Bernice Peterson
Ross in Mt. Angel. His
mother died when he was
1and he was raised by Rex
and his step mother Glad-
ys.
In 1952 he married Bar-
bara Eby. They were looking forward to
their 65th anniversary this September.
Swede was a lifelong farmer in Mar-
quam. He worked hard, and along with
Barbara, raised four children. He was
able to stay in his home until his passing.
He survived by his wife Barbara,
daughter Diane (Dick) Lee, and sons
Steve (Patty) Ross, Bryan (Renee) Ross,
and Larry (Marilynn) Ross, 8 grandchil-
dren, and 13 great grandchildren. A June
20 family burial is planned at Miller’s
Cemetery, with a 2 p.m. memorial ser-
vice to follow at the Marquam United
Methodist Church. Remembrances can
be given to the Marquam United Meth-
odist Church.
Oregon looks to crack
down on predatory towing

The Oregon House has
passed two bills that aim
to crack down on so-called
“predatory towing.”
Senate Bill 117 would
require towers to receive
written, signed authority
from a parking facility’s
owner or agent before
towing.
The bill prohibits vehi-
cles from being towed un-
less a sign in plain view
prohibits or restricts pub-
lic parking.
It requires towers to
release vehicles that have
been hooked up, but not
yet towed, if an owner or
driver is present, al-
though they can charge a
hookup fee if the hookup
is complete.
And it requires towers
to provide vehicle owners
or operators with a photo-
graph of the vehicle ille-
gally parked on request.
The bill passed June 12
on a unanimous vote with
nine members excused.
Senate Bill 488 aims to
protect victims of auto
theft, who can face steep
towing and storage fees to
get recovered vehicles
back.
It requires that law en-
forcement agencies pro-
vide towers with the vehi-
cle owner’s contact infor-
mation, and specifies that
fees for storage cannot
accrue until the tower
first attempts notifica-
tion.
The process currently
takes about 30 days and
can leave owners owing
more money to the tower
than the vehicle is worth.
The bill also allows the
owner of a stolen vehicle
that is totaled to transfer
the vehicle’s title to the
towing company in full or
partial payment of towing
fees.
“It helps minimize the
harm and costs to victims
of car theft whose cars
are towed at no fault of
their own,” said Rep. An-
dy Olson, D-Albany, who
carried the bill.
It passed unanimously
June 13 with four mem-
bers excused.
Oregon’s Department
of Justice received 131
written complaints about
towers in 2016.
In 2009, the Legisla-
ture passed a law that re-
quires tow truck opera-
tors to take a photo of the
vehicle showing it parked
in violation before towing.
They can only monitor
lots, or sit in wait for vio-
lators, if the hours during
which monitoring occurs
are clearly posted in the
lot. And they must release
a vehicle before towing if
the owner is present,
charging only the hook-up
fee.
In 2013 the Legislature
passed a law allowing cit-
ies and counties to regu-
late towing if they choose.
Portland, Gresham and
Tualatin regulate tows
from private lots.
Both bills now go back
to the Senate for concur-
rence on minor House
amendments.
