City buying $57K parcel at Brown, Water streets for future civic building CHRISTENA BROOKS SPECIAL TO THE APPEAL TRIBUNE The Silverton City Council authorized City Manager Bob Willough- by at its September meeting to purchase an 8,200-square-foot resi- dential lot at the inter- section of North Water and Brown streets for $57,000. Willoughby said it’s possible that the proper- ty, and others around it, will be needed for the fu- ture development of a new civic building. Al- though it’s too early to know for sure, a later purchase of the proper- ty would certainly be more expensive, he said. The event takes place in and around John Neal Park, 820 Neal Park Rd, Lyons, and benefits the Jeff Silbernagel Memori- al Fund. The JSM group is a non-profit organization that raises funds to sup- port community mem- bers who are struggling financially due to illness or medical conditions. Last year, the event drew 85 participants from Sil- verton south to Albany and between the race and other donations, close to $2,700 was raised. This year’s proceeds will be used to provide fi- nancial assistance for Sharon Sullenger. Last April, Sullenger lost her husband, Richard, in a sandrail accident and she was seriously injured. This led to multiple sur- geries, physical therapy and counseling from the loss of her leg. Event registration and check-in begin at the park at 8 a.m. with the race starting at 9 a.m.. Cost is $15 for those who pre-reg- ister or $20 the day of the race. Participants ages 18 and under are free. Awards will be presented to the top three male and female finishers in each distance, and the top three competitors overall will receive an additional SPECIAL TO THE STAYTON MAIL Participants get ready at the start line for the annual Jeff Silbernagel Memorial Fun Run in John Neal Park. prize. Ribbons will be giv- en to the top three finish- ers in each of seven age categories. All partici- pants will be entered to win in a random prize drawing. Crista Miller ex- plained that the annual run began in 2009 when her neighbor Jeff Silber- nagel was diagnosed with melanoma cancer. “I wanted to help raise money for him so I put on the first run, ‘Run For Jeff,’” she said. “Unfortu- nately Jeff passed away in 2010. The family wanted to keep the run going in honor of (him) so we start- ed the fund. The Silberna- gel Family and I organize this run yearly.” She noted that without the support of various groups, sponsors and vol- unteers the event would not be possible. “I have been so lucky to work with the Silbernagel family,” she added. “They are so humble and the most giving people.” For information or to preregister or donate, vis- it http://runsignup.com/ Race/OR/Lyons/JeffSil- bernagelfunrun. Prere- gistration ends at 5 p.m., 7 p.m. for the 3k run, on Fri- day, Sept. 30. Participants should also be aware that the park gates will be locked two hours after the event. Mt. Angel refreshing development code CHRISTENA BROOKS SPECIAL TO THE APPEAL TRIBUNE Thirty years after Mt. Angel introduced its de- velopment code, it’s poised to adopt updated guidelines. Since 2015, the city has been refreshing its code with the help of Angelo Planning Group and a $23,000 grant from the State of Oregon. The process started with input from stake- holders, moved into a writing phase, and will end soon with a council vote. The council and plan- ning commission have met to consider the changes and language proposed by planners Se- rah Breakstone and Cathy Corliss. After public hearings this fall, the new code will likely go to a vote in early 2017.
