ment, decree and order of sale ren

in favor of Union Meat Company, a
corp orotion, and against M. M.
Binford, for $231.54, with interest
thereon from July 30, 1912, at the

Harrison and A. W. Mueller, the duly
appointed arbitrators and appraisers in
aaid matter, have made an equitable sp
port onment of the probable coat of said
sewerage system, among the real estate
owners of aaid Sewer District, basing
said estimate upon the last preceeding
assessment of real property only ;
And Whereas, all and every matter
and thing, as a condition precedent to
the right to construct said aewei, and
assess the real property within said Dis
trict therefor, haa been performed ;
Now, Therefore, the City of St. Hel
ens does ordain as follows :
Section 1. That tbe Common Council
of the City of St. Helens, Oregon, is
hereby suthorized snd empowered to
it. stall a sewerage eystem in Sewer Dis
trict No. 2, of aaid City, embracing and
including all of the following described
territory within the limits ol aaid Citv,
to-wit: All of Blocks 2, 13, 16. 28, 81, 32,
33. 34, 41, 42. 43, 48, 49 and 57 ; and all
of Lota 5. 6, 7. 8, 9, 10, 11, 12, 13, 14, 15,
16 and 17, in Block 17; all of Lots 1, 2,
3,4,5,6,7,8,9,10, 11, 12. 13. 14, 15.
16, 17, 18 and 19, in Block 27; all of Lots
1, 2, 3, 4, 5, 6 arid 7, in Block 26; all of
Lots 1.2, 3, 4,5,6.7, 8, 13, 14, 15, 10,
17, 18, 19, 20, 21 and 22, in Block 58; all
of LoU 4, 5, 6. 7, 15, 16, 17, 18. 19, 20,
21 and 22, in Block 65; all of Lot 2. 3,
4, 6, 6, 7, 8, 9, 10,11, 12, 13,14. 15, 16,

reserve the right to reject any and all
bids should they be deemed disadvanta

bid shall be accepted, shall be required

apportionment of such real property
among all the real estate owners in said
Sewer District, based upon the last pre
ceeding county assessment of real estate
only, and not upon the Improvements
thereon ; snd the cost and expense of
making such improvements shall be a
charge against and a lien upon the
property within said Sewer District In
accordance with such apportionment;

cessive years to tbe recorder of said City,
by the owner of each lot or parcel of
land ateesred for the said sewer Im
provement whose application lo pay the
cost of such sewer by installments has
been Bled as herein provided ten per
cent of the cost of said server assessed
against rhe property of such owner,
appears by said lien docket, with tbe
am -rant of one yeara Interest at six per
cent porannura on all unpaid assess

ment aforesaid, shall be due and pay
able at the expiration of one year from
date of the said assessment in the lien
docket aforesaid, and subsequent pay
ments at the expiration of each year
thereafter. Should such owner or owners
neglect or refnse to pay tbesom or sums
