Pick Up Men Who Broke
Out of ClaUop Co. Jail.
Sheriff Thompson of Columbia county
and Sheriff llurna of Clataop county met
at Clatskatilelast Saturday for the pu

toward Hllltboro through the Nehalem
valler, and a fanner from" below Jewell
carried the word to the Clataop county
authorities that be bad aeen them. The

captured were returned to the Clataop

their escap from the jail.
The men who made their escape were
Harry C'liflord, charged with obtaining
tuoncy under false pretence; Junior
Tljumpaon, charged with larceny, and
fcmil Lance, charged with arsault with
a dangerous weapon, and all bad been
bound over to the grand jury from the
tislice court.
The escape was well planned, and it i
thought they were aeveral day engaged
in cutting their way through the cement
floor to the open apace underneath the
jail. In tbe south aide of the corridor of
the jail which they were permitted to
use, a none of the prisoner were ac
cused of very aerioiia crimes, is a auiall
tub where the men wah their clothe,
ami it i thought they worked for at
leaat two day in breaking through the
cement floor and placed the luoover the
hole to bide it from the notice of Jailer
Spicer. Tlii auppoeltiun i further
burnout by the fact that people who
live near the Jail heard a tapping sound
when they pasted the prison but thought
nothing ol it. If they were engaged in
this work during the early hours ol the !
morning, it is a mystery how they weie

attracting the attention of the jailer.
At 2:30 .the morning of tbe escape
ailer Spicer wai called into the corridor
to quiet an inaane prisoner locked In a
separate tell end at that time nothing
wa found out of plat e. When be again
tailed the corridor at seven in the
morning, be found only A. J. Biirham,
t frees: accuaed of a statutory crime, in
the corridor, be having refused to es
cape with the other three prisoners.
Sheriff Hum was Immediately notified
of the escape and after making an in
unction of tbe hole through which the
primmer got away, departed for Sveu-
son, Irom where he worked his way oac
to Astoria but found no traut of the fu
gitives. Jailer Spicer departed for Ol
ney, making inquiries along the roids
but could sre ure uo neasof the where
abouts of the three men.
The police olhcial in all of tbe sur
rounding tow ns were notilled by wire to
be on the lookout and arrest any sns
picious men w ho answered the descrip
tion of the jailbreakers.
Where tbe men secured the instru
ments with which to bore through tbe
cement floor is a mystery, but it it
is thought that Thompson, who on ac
count of b!a exemplary conduct bad
been made a trusty, must have secured
tbe needed instruments.
ORDINANCE NO.
An Ordinance providing for the disposi
tion of liurbage in the City of Helena.
Tbe City of St. Helen does ordain as
follows:
Section l. That all householders re
siding within the limits of the City of
St. Helens shall aupply themselves with
some receptacle for the purpose ot de
positing any and all garbage, ran, etc.,
which may accumulate in or about their
several premises, and at least once each
week the srthib shall be hauled away
and burned under the direction and at
the expense of the city.
See. 2. There ia hereby designated
aa a crematory or place w here any and
all such garbage shall be burned by the
City that portion of Wyeth street on
the North side of "Nigger Creek" and
near the Intersection of Canenau strcnt.
Sec. 3. One day of each week shall
be designated by the Council for the
gathering of all garbage from the dif
ferent and several residences in the city
and on this day there shall be furnished
by the City a wago.i or cart to gather
up such garbage, and it ahall be the du
ty of each household to have the refuse
and garbage at their respective house
ready for inch delivery.
Sec. 4. If any person or persons in
charge of any house or building shall
fail or remse to comply with the pro
viHions of this Ordinance or shall allow
any refuse or garbage to accumulate on
bis or their premise or about same,
shall upon conviction thereof before the
Hecorder be deemed guilty of a misde
meanor and fined in any sum leas than
f IS.OU for each offense.
Sec. B. The provisions of this Ord
nance shall' abply with like force and
effect to any busmen house and to the
owner or keeper thereof.
