    THE MAYOR'S MESSAGE
Continue! frolu First I'iijjh
tla, and in rorr shapo to fuilher im
prova our fair city.
And IanigoinKto take thin ocration
to expreas an opinion of thin city, It
rapitt Krowtli, ,U proaperoua condition
and Hi future tioMiblHtirs I vrntiirc
the aaaertlun, Without feur of urcf-
ful coiitradictioii, that no city in Oregon
lias made the rapid and permanent
irrowlb ai baa 8t. Helena. We liave
seen it Increae In fxulation during the
past three years with rapi I strides,
gaining over 1!U0 if r cent with a cla ol
imipl who are pruieroiia and content
ed. Tlie eoiiiiui'rcial huaiiuM Iiuh In
creased tunny time ovrr and baa reached
audi proportion a to place the city in
the front rank of Columbia Kiver luwui.
The pay rulli of our city for lul.oring
nicu baa reached approximately IWI.OOO
per month. Our industries are Increas
ing every tionth until we hnve in our
IiililMt manufacturing concern the eiual
of any of the lorger cities on the coaat.
Is it a wonder then t hut the expeudit
urea uf the pant year have far exceeded
Ulnae of any previous year? Such waa
necessary for tlie public to keep tip with
the private iiiiprovetnenti and, taking
into coimideration the furtl er certain
growth of the buinea and population
of the city, it will be necea-ary for the
further expenditures of litre sinus of
money by the city.
One of the mo.t important improve
meiits neveaaary to tlie (urllier profper-
itv of the city i a complete sewer sv.tem
Owing to the solid rock foundation tiiion
which this city is built, a aewer syntcin
can only be put in at an enormous
ene to the ciiy; tht tuetinn h-is been
belore ua in all its phaes, it has Ix-rn
considcrril from every view puint and to
my mind there is only one nolutioti ; and
that it to bond the City for a aiill'icunl
amount to sewer the entire (H V ; tins
method wmld eUiili.e the payment fur
aitmo in Bin h manner aa no other mith
could, ami I would recommend that the
Council Uke steps at an early date
tu curry this method into t -sedition ami
iimUll a sewer system In keening with
our wnter system and other uto'tern im
provemenlN. If this method does not
meet w nil your approval I would urije
apol) you the ncce.sity for mine plan of
securing u good sewer ly.tcui for the
City.
Another iiupoitnlit undertaking for
the city Is the erection of ome suitable
public ducks. Kr o.tiiiu us we do on the
greatest rvrr In ilm world, with a har
bor callable of Inking care ol the lurgct
ship afloat, with craft of nil kind paus
ing up and down ready to tl i w -barge and
take on rrgi and pa-.-ti,:ci, it seems
to tiie that I here Is o.prttin ity to make
St. Ilel. in . tie of the nt'at iinHrtanl
shipping iiniaon the Columbia river.
Yet there l not a decent public dock in
the city, and sn npKi tu ,lty pieents it
self at this time to make this moi itu-
purtant improvement, I would tecum
meud that some step bd taken lo erect
a mojern dock,
In rinnectioii with the subject of
docks I Winn to cull your aileiilion to
the pretent indefinite and uncertain con
dition of the title to the wa'er f 1 mi t
proerty and to recommend I Inst U gal
tca be taken to tliti ituine thr ownrr
lliip thereof.
This action on your part would not
only be for the public welfare, but it
should be liken for the purpose of avoid
lni trouble mid expend s to th e Indi
vidual c!aiming title to the piox-rty.
The lire bell on the City Hull is in
poor condition and doea not serve the
purpose foi which it was intended ami
should I either repaired, replaced wiih
a new and larger bell or an alarm
whistle.
We hnve an ordinance governing the
cleaning and krepiug clean of streets,
and it is aullicietitly strict and stroii, il
properly enforced, to make a much more
sanitary and neat appearance than U
now presented, anil I would recommend
that the marshal lie given spechil in
struction for ihe proper execution ol
this ordinance.
I am informed by the City Treasurer
that there are a number of liccncs for
shown, rinks, etc., that are unpaid, an. I
this matter rdioul-l be attended to by the
proper officers, anil the licen-.es for ped
dlers in town lie carefully locked nil",
There are other needed improvement,
but these, to my mind, are the mo-t im
portant, and I need not call your atten
tion to auv more, for ihey will come to
you in the regular order of thin;.
I w inh to express to those olli. cr with
whom I have served, my appni-i.ition
for the, courteous and kindly m Miner of
their treatment toward mil during toy
term of oflice and to exprefs to ihe peo
ple of the city my feeling of gratitude
fur the honors bestowed upon mo as
Mayor of the city for two terms.
To the new city olllcers I extend a wel
come and hope and believe that your of
ficial duties will be as pleastint and sat
Isfactory as mine have been.
To you, Mr. White, I extend my best
wishes for a Hiicressful administration as
Mayor, and I llrmly believe that when
you, at the expiiation of your term of of
fice, turn over the affairs of the city to
your successor, that you will have nerved
the people well and will receive their
commendation.
Respectfully submitted,
M. K. MiiI.kr.
