WHEN THE CITIES "REGU
LATE" THE SALOONS
Voters of Or? cron are asked by
the liquor men to pass a con
stitutional amendment giving to
incorporated cities the power to
control, rejrulate or prohibit tke
liquor traffic within their limits,
and are urged to do so for the
alleged reason that "prohibition
does not prohibit" and that the
law would not be enforced! The
answer is that notwithstanding
its evasions prohibition is perfer-
able to the present system, un
der which, in the cities, the
saloons ana otner resorts pay no
attention to the law, and the
proof is found in last Sundays
Oregonian's news columns, from
from which we clip the following
instructire article:

evident that the listless method
of the police in enforcing the
suecired regulations governing
the srde of liquors is the diroci
cause of the effrontery on the
part of the proprietors. -
The occasional arrests by the
police of certain proprietors for
violation of the liquor traffic have
apparently had little effect. Al
though the police declared war
on the lawbreakers at times when
the erring proprietors' were halea
into publicity the proposed cru
sades never materialized.
Sir ce the arrest of L. 0. Hull,
the proprietor of the notorious
"White Front Grill," a South
Portk.nd resort several week3
ago. and the subsequent sus
pension of business there, the
police have, for some unknown
reason not seen fit to cause sim
ilar molestations.
Throughout the South and
North Ends and in the heart of
the city in the down town district,
ai we,i as on the principal through
fares of the East Side, the pro
prietors of cafes, restaurants,
grills and beer saloons which
cater to those of the feminine sex
with a thirst for liquor have been
permitted to violate the law
withoutiearof police interference.
Not a'one have the proprietors
of such resort3 violated the law
governing the sale of liquor
without meals but in innumer
able instances the minor law ha3
been utterly disregarded.' It is
not an uncommon sight to ven
ture into any of these establish
ments, which are or at least
should be, under the surveillance
of the police, after dark, and ob
serve young girls still in the early
teens and well under their ma
jority of years tilting a glass of
an intoxicating beverage to her
lip1.
While such scenes are nightly
witnessed in every section of the
city, x-t the greatest patronage
from t!iis source is secured by
the ,-"oprietors cf the establish
ments on the "Kialto," the dis
trict i'i the immediate vicinity of
Sixth arid Stark streets. In this
section there are a dozen liquor
diiponsing places, some of which
cater to the "lowbrow" element
and Ouiers which gladly extend
courtesies the more elite. Two
imputable class in the dowti-town
district the laws restricting the
sale of liquors are openly defied.
Vu may be assigned particlarly
to the fact that seldom, if ever,
a police officer in his line of duty
enter the places "to see how
things are going." It is in these
establishments that the much-
abused "joker" in the liquor with
meal ordinance" is utterly ignor
ed and all that is required to
purchase a drink is the price.
VOTE FOR REED
We do not believe the people
of Columbia County wish to see
W. R. Ellis renominated for
Congress. He is a standpatter
and a supporter of Cannon and
Cannonism. If he is defeated it
must be by centering the op
position vote on C. J. Reed.
Lafferty is a glib speaker, but
beyond doubt he is in the field
for the purpose of splitting the
vote and has no chance whatever
of securing the nomination. He
is the Oregonian's dummy candi
date and a man from the Orego
nian's force is managing his
campaign. Every meeting he
holds is given liberal space in the
Oregonian's telegraphic columns,
and his ideas on conservation are
those of the Oregonian and direct
ly opposed to the policies of
Theodore Roosevelt. Mr. Reed,
on the other hand, is a Roosevelt
man, favoring the direct primary i
and btatement INo l. it the peo
ple of Columbia County wish to
see ,1113 returned to congress
they should vote for him and not
for his stalker. A vote for Lafferty
is a half vote for Ellis and Can
non. A vote tor need is a vote
against Cannonism and in favor
of election of United States
Senators by direct vote of the
people.

concerned the Mist has taken no
part, with the exception of re
presentative. Mr. Conyers is
bitterly opposed to Statement No.
1. and for that reason we think
he should be defeated and will
not support him either before or
after the primary, notwithstand
ing we esteem him personally.
We expect to do our best to se
cure the election of the balance
of the Republican ticket nom
inated for county offices. So far
as the State ticket is concerned
we will remember the promise of
the Oregonian to "knife all State
ment No 1. candidates."
Among the coining- events is a Banket
Social to be held at Krickson's Hall at
Warren, Saturday evening Sept. 17th.
The social is to be given under the
auspices if the Members of Grace
Church, of the I'nited Kvangelicitl de
nomination, for the benefit uf the church.
Everybody come! The ladies with well
tilled baskets, and the g, nilemen with
well filled purses. Come and help a de
serving cause along.
The Rev. Lew Davies, together with
his family started foa British Columbia,
Monday last, where he iiitendaengagiiig
in the real esti'.e bu.iurss. Their leaving
will prove a .eiiuus loss to Wurren and
vicinity for wherever sickness and death-
were, there Brother Da vies was to be
found, and always ready to render auy
