The people will be guided by
the Oregonian when it advises
them not to weep for Uncle Joe.
Whatever he may seem to his
home constituents, to the great
majority of the people of the
United States he is the"embodi-
ment of bossism and his crush-
mg defeat will be welcomed as
the dawning of a more liberal
era in national politics. The in
surgent Republicans have done
their country the greatest possi
ble service and their temporary
union with their Democratic col
leagues has been justified by the
., - result There will be no more
talk about punishing the insur-
gents by expulsion from the par
ty or withholding from them
their just share of influence in
the distribution of the public
patronage, and those who have
been coerced into standing by
the speaker for the sake of the
plums that fall from the great
mail's desk, will, like rats, desert
the sinking ship. Mr. Cannon
boasted, when asked to accept
the nomination for the vice pres
idency, -'They cannot make a
political eunuch out of me." Yet
that is just what they have done
if we are to judge by his own
. conception of the speaker's func
tions, air. cannon s tneory is
, that the majority should rule
absolutely and arbitrarily, and
that the minority; no matter how
large it may be, has no right to
have any influence on legislation.
Further than this, he believes
the speaker of the House' should
be absolute master of the major
ity and this he has been, by vir
tue of the present rules as con
strued by him. Cannonism is
dead but Cannon is kindly per
mitted to retain the honors and
emoluments of his position. It
is doubtful if he will consent to
so complete a self-stultification
as to preside over the house un
der rules which he condemns,
and after being expelled from
membership on the Rules Com
mittee. - The Republican party is not
going to pieces, nor do we be
lieve it will lose control of the
next House of Representatives.
The insurgents are Republicans,
and, having broken the despotic
power of the speaker, they will
not act with the Democratic
minority in any attempt to pre
vent the fulfillment of party
pledges. They will aid the Pres
ident, whenever they believe him
to be in the nirht. but thev will ;

- On this day the blda for Improving
the Boxler Hill were opened by the
court as follows: J. F. Johnston, for
$121 per rod, said Johnston being the
only bidder, and the court being ad
vised iu the matter, it Is ordered that
the contract be awarded to satd J. F.
Johnston for 265 rods, amounting to
521S3.fO.
Matter of Special Improvement. Falls
Creek, Hazel Grove, Upper Clat
skanie and Quincy Roads.
Bids having been advertised for. for
the Improvements of the above named
reads, and none having been submit
ted, it is ordered by the court that the
sr.d improvements be done under the
direction of Hon. W. K. Tlcheuor.
Matter of Appointing Supervisor for
Road District No. 11.
It appearing to the court that Mr.
Ceo. Freeman, the iersou heretofore
appointed as supervisor for said dis
trict, has not qualified, and on account
of sickness will be unable to accept
said appointment, therefore the office
is declared vacant, and it Is ordered
by the court that Mr. Sllvo Graham be
and te is hereby appointed supervisor
of said District No. 11, and that before
entering upon the duties of his office
he qualify according to law and file a

Rabinsky on Personal Property.
