THE ARGUMENT AGAINST
THE CONVENTION.
Sunday's Oregonian presents
as an argument in favor of a
convention the defects.' as it sees
therrj. of the present direct ' pri
mary law. as follows:
First, there is improper intru
sion of one party into the affairs
of another, by various tricks, one
of which is false and perjured
registration. The effect is that
Republican candidates are often
nominated by Democratic votes,
which, in the election later, are
turned against these candidates.
Second, a multitude of candi
dates come forth, nominating
themselves; the party vote is di
vided and subdivided, and the
candidates who get but the barest
pluralities on a vote split into
fragments are left unsupported
in the general election. - The
party vote is refused to them,
because they are not regarded
as entitled to it, and the opposi
tion walk away with the victory.
In what respect, then will the
proposed "advisory convention"
. remedy these alleged evils? Will
it prevent Democrats from vot
ing for the Republican fcandidate
before the primary whom they
believe to be weakest, or will it
prevent the unsuccessful ones
from knifing the nominees. Who
can give assurance, even, that
the men who comprise the ad
visory assembly will support its
beneficiaries, either at the pri
mary or in the election?
To the convention, legally made
a part of the direct primary law,
very many would consent who
are opposed to the convention
proposed by the Oregonian, for
the reason that they believe the
proposed convention is inimical
to the primary law and will be
in the hands of its opponents.

of Chamberlain. Ralph Williams,
whose duty it was as national
committeeman, to do everything
in his power to send a Republi

election of a Democrat, and. he, f

and the accused requests the
privilege of questioning the jury
as to how they arrived at the
verdict They were sworn, as
are all juries, to decide upon the
testimony, and upon that alone.
The privilege is granted, and his
first question is, How did the
jury stand upon the first ballot?
The answer, Eleven for acquit
tal and one for conviction. Fur
ther questioning developed that
not one of the jurors based his
verdict upon the evidence alone.
A stubborn juror, by holding out
for conviction, forced them all to
finally vote with him. One had
a sick wife, another a business
engagement, and so on. Each
and every one of them committed
perjury in order to avoid discom
fort As a rule such disregard
of the sanctity of a juror's oath
is in favor of the accused.
We say this story has a local
application. Men in Columbia
County disregard their oaths and
render verdicts not in accordance
with the evidence. They yield
to influences they have sworn to
disregard. Jurors in a recent
case did not hesitate to admit
that they were influenced in their
decision by the fact that they
did not like the manner in which
the district attorney tried the
case. They believed others, as
well as the accused, were guilty
of improper conduct and for this
reason they violated their oath.
It is also notorious that it is next
to impossible to secure convic
tions here for violations of the
fish and game laws. Men who
are good, law-abiding citizens in
other respects, allow their preju
dices against these laws to -influence
them, notwithstanding
thev swear to do their full duty.
It is not a good state of affairs
and we hope Columbia County
jurors, in the future, will be con-
troled strictly by their oaths.
