CITY MATTERS
Notices are postal calling for a city
election to be held April 5th. The no
tice states that all persons who shall
have resided in St. Helens thirty day
next proceeding the election are entitled
to vote. The Mist has looked up the
Jaw on this subject and thinks this is a
mistake. Moreover, we are of the opin
ion that the present acting officesa were
never legally elected and that their
official acts are, to say the least, of
doubtful validity. The latest amend
ment to the charter upon this enbject is
fonnd in House bill 1ST, page -HO of the
Laws of 1S93, section i, as follows :
4 The Board of Common Council
sball have a Ixiok for the registration of
voters prepared and arranged and kept
bv the recorder, and shall by ordinance
nrescribe laws, rules and regulation
for the registering of the legal voters of
said citv; provulea, saw registration
book shall be closed six months before
any general election of said city, after
having been kept open in the recorder's
office not lew than thirty days before the
beginning of said six months; ana pro
vided farther, that no person shall be
an elector of said city who is not at the
time a citizen and resident ol said city,
actual, bona fide and tn good faith, and
has been for six months next before the
election, and who has registered as this
act has, and as the board of trustee"
shall have, provided, and no one shall be
deemed n citizen or said city on account
of bis washing or place of sleeping beinu
there.bnt his actual home must be there;
and all laws or parts of laws in conflict
with this section are hereby expressly
repealed.
If the Mist's view is correct it is high
time au atteuupt was made to do things
in a legal manner. Large property in
terests are becoming involved, and the
acts of the council should ne of undoubt
ed legality. Can a set of officers elected
in direct violation of the law bind the
city by any of their acts?
WHO CREATED THE .NORMALS
Of course the Oregonian attempts to
place (be blame for the fool acts of the
late Legislature upon statement No. 1
members and the direct primary sys
tem. It does this without any analysis
of the vote or any attempt to show that
opponents of the direct primary were
any nearer safe and sane than its friends.
To one who knows the history of past
legislatures its statements seem farcical.
The normals, with the exception of the
one at Monmouth, should be abolished,
but they owe their existence directly to
the logrolling system in which the
members of the Multnomah delegation,
under the control of Senator Simon,
were past masters. The editor of the
Oregonian undoubtedly retn-'tnbers. the
session of 18!(9. The Multnomah dele
gation went to Salem pledged to kill
the State Board of Agriculture and abol
ish the State lair, preliminary of course
to taking the Fair to 1'ortland. At
the same session Mr. Simon introduced
bis famous tax collector bill, which
would have done away with the publi
cation of the tax list and given him
more power by the naming of a number
of deputies. Between the extra session
and the regular the friends of alem
made a deal with tin edocational insti
tutions, and at the regular session Mr.
Simon found that in order to pass his
bill he must call his dugsoffon the State
Fair proposition, and this was promptly
done, but the deal with the normals
held good and the extra rinrmulu u.n. i

He comes from hospital at Portland,
having been hurt in a logging camp near
Oak Point, Washington, a week or so
ago
Frank Tracer went oat last week to
Portland. From thence he was going to
Spokane to visit a brother whom he has
nut seen for several years. On the home
journey he will take in Seattle and Ta

K. K. Malmaten baa bought the Lon
Adams place of his father, O. Malmaten,
and last week moved his family there,
where they will make tbeir home.
The Hall boys-John, A. P., Evan and
Jack left for Southern Idaho last Mon
daywhere they have bought claim in
an irrigation tract and expect to make
homes. A. D. Doc) took hit recently
made bride nee Shirley Wood with
him, and the other boys left their very
sad maidens here in the valley. We
shall expect them to return for a pur
pose in the near future.
Joe Hlggenbotham, of Hillsboro, is
here, towing grain and rebuilding fence
along Rock Creek and the Nehalem, on
the Baker farm. The high water in
January did Mr. Higgenbotham, as well
as others in the Xebaletn Valley, a great
deal of damage
Don't forget the city caucus next
Monday night and the city election on
Monday, April 5th.
Johu Pringle, Sr., returned from
Portland last week, where he had been
called by a large real estate firm to take
a partnership with them, but Mr
Priugle says there was too much outside
work for a man seventy-five years old, so
he declined the offer.
C. A. Mills is the proud father of a
new-bov since Sunday night. Tuis is
the third son for Teck and wife.
Miss Ethel Weed has closed her school
at Braunsport and Is now visiting her
brother Oscar and Sistei Gertrude, who
are teaching at Haxel Dale, near Clats
kanie. Miss Weed, after a suitable rest,
will teach the school at Kist during the
summer.
C. A. Malmaten went out to Portland
last week to see a specialist about bis
eyes. He has been the sawyer at the
Malmsten mill, but had to give it np.
Sfdney now directs the saw aud Charlie
gets op the logs.
D. W. Keasey and A. Emmons will
start for Southern Idaho in a couple ol
weeks, to build houses, clear land and
get things ready for their families by
fall. Mrs. Emmons is to go to Mist after
her school closes in the Wilkinson dis
trict, in about five weeks, to teach the
school there during the summer. Mrs.
Keasey will visit here with the home
folks and at home witb her brother Josh
and sister Julia during the summer.
Dr O. E. Hiatt and Joe KeeJ went out
to Portland Monday of last week. The
doctor took three of the fine deer heads
he bad recently mounted, two of which
be had sold to a man in Salem for f 45.
Tell Soule, wbo with his father and
mother moved out to Gaston early in the
winter, came into the valley for a short
visit with relatives and friends here
aturday last. Tell says they are all
well pleased and are getting along splen
didly. The forty he boagbt for $05 per
sere a few months ago he has refused

The people here are alwajs glad to see
you.
V. T. Hatfield, who went to Portland
March 3d returned again last week. His
old enemy, rheumatism, got hold of him
again, so be thinks he will stay in the
Xehalem now until it is really warm
weather. In the meantime if there are
people hereabouts who would like any
thing in the picture line he would be
pleased to have them call. He it an
expert photographer for anything from
a pet dog or a crying baby to a fine
landscape view.
