Two Men Cross on Rocks.
Niagara Falls. N. Y., Feb. 16.
Only a tiny rivulet, not deep or swift
enough to carry a pulp log over the
brink, is flowing over tee American
side of Niagara Falls. A strong
rtortbeart wind which has blown since
Friday, has held back tbe water and
allowed the ice to gain a foothold. Two

Bath island this morrirg.
A great wall of ice runs from the
head of Goat island to the American
mainland, through which only tir.y
streams are able to trickle. This wail
has even encroached on the Canadian
channel, extending out some 200 feet
beyor.d the Third Si&ter island and
greatly diminishing the flow over the
Horseshoe. Only the very apex of the
Canadian falls is left, and that is rob
bed of half of its Sow. The gorge be
low is choked and the rapids have lost

Salem, Feb. 15. Tbe house today
pasei the general appropriation bill
for 19': "9-10. The deficiency appropria
tion bill was aino passed and f 75,(M
for extension of the state portage rail
way. A great many otfwr measures
got through, bet for the most part they
were of local character.
Tbe senate was in a slaying mood
and killed 13 bills. Some of them
were important and on less strenuous
days would have provoked hours of de
bate.
The senate also passed the bill in
creasing the state fair appropriation
from II 0, 000 to 115,000 per year.
In the afternoon both houses and
many pioneers of the state united in
commemorating the 50th ar.riversary
of the admission of this state to the
Union. Tbe exercises were held in
the hall of representatives and many
prominent men spoke.
At a session, tonight the aerate;
passed a bill appropriating SI 00. 000

which a big fight was expected passed
without much opposition, the objection
al features having been eliminated.

and the valuable hints which have been
given us by the United States geolog
ical survey. Ifeia information will be
of more lasting benefit to Italy than
even the great sums of mony that

Hastings, N-b., Feb. 16 Organiza

farmers of the three states. The pur
pose is to control the price of winter
wheat. About 200 farmers signed a
pledge agreeing not to seil their next
year's crop for less than the price to
be fixed at a delegate conventi'n, ex
cept after 30 days' notice to the direc
tors and failure to get the agreed price.
A fund of S500 was raised to push the
work of organization.

this summer. Mavor Revburn has re
ceived a number of petitions from sev

Des Moines, Ir., Feb. 16. The most

in Iowa will be introduced in the bouse
today. Its purpose it to stamp out

vote in it favor, the substitute eight
hour bill, fathered ty the Clackamas
county delegation, was reconsidered in

a vote of 40 to 19, ore absent. The
substitute bill is much less stringer t
than the original and provides that la
borers in all manufacturing irjititutioris
shall be allowed at least 20 minute
every six hours in which to eat.
Abbott's bill, amending the direct
primary law to prevent the members of
one political party from participating
in the primary nominating election of

noon. There were 41 ayes and 15
no-. Democrat voted no.
The Multnomah county bill increas
ing the number of circuit judges from
four to five ha pasned both houses and
will go to tbe governor tomorrow. It
will be signed by the governor, ami im
