Judge TTuyer of Iowa said on this subject;
"My plan tobafld good roads would be to bor
row coney on a long time bond at a low rate
of interest and use the Uses to pay the in
terest and principle. To do this a great
cany people will have to conquer their pre
judice and listen to a kind of reason and ar
gument that they turn from now with a sol
emn shake of the head and the exclamation;
'No bonds, if von please, and no debt for road
building. No debt! I admit there are mis
takes made every day by cautious, prudent,
experienced business men going in debt- But
for tbat reason shall there be no more going
in debt? The business of barbarism is tran
sacted on the no trust plan. The 500,000,000
who go in debt have food to eat, clothes to
wear, and at night a place to lay their heads.
The 00,000,000 who do not posess suScient
confidence in themselves to trust one another
never tasted fiour or beef, go naked and sleep
out of doors. Activity, prosperity and thrift
are the fruits of mutual dependence on one
another, cemented with the legend, 4I promise
to pay.' Stagnation, savagism and iguorance
are the fruits of transacting business on the
theory that nobody is entitled to the confi
dence of anybody."
The utility of a good road may be mathe
matically demonstrated and expressed in dol
, lars and cents by Ending the difference in a
load hauled over a good road and that hauled
over a bad road, adding the wear and tear of
rolling stock, and applying the equation to
the total traffic. The average cost per ton per
mile for hauling farm products on European
stone roads is about 10 cents, while in the
United States because of bad roads it is 25
cents, or two and one-half times as much,
while the average rate per ton per -mile by
rail in the United Sutes is 1 cent. The av
erage freight rates from railroad points in the
Willamette Valley to the docks in Portland
on produce is about 2 cents per ton per mile.
Now, the road to market begins at the farm
and consists of two divisions, wagon road and
railroad, for every carload of produce shipped
by rail is first hauled in a wagon. This end
of the road is free; the other end of the road
is a toll road.
Here is an important utility, this end of
which, speaking from the farm, belongs to and
is managed solely by the public, the other
end by a soulless corporation: yet the freight
on this end costs 20 cents per ton per mile, on
the other end 2 cents, or just one-tenth as
much.
