PORTLAND POLICE
METHODS
ihe police ol the city of Hr: i.ttxl np
p ar t lie imitating the method of the
dxrk ag-s in their atteumt to socute
proof ol their pet theory lint M;i"in l
the imtr.le'er ( W.-ltr M.irlm is ad-
dicteU to the ue ..f morphine, and when
pernoi.g so afltctel cannot a. cute the
drug they sutler terrible torment, ami,
as a rule, will do or say anything in
order to secure it s.im.ly. Taking ad
vantage ol this wellknown fact the Tort
land detectives refused to allow Martin
to have any reliel from his nerve torture
until they supposed tie had reached the
limit of I. is i' mi 11 mnce and then they
offered him a 'ipp y of the drug pro
vided he would make a statement that
hi was the guilty party. The deliU'rate
tieildinhneir of this method stamp ti e
men perpetrating it a worse criminals
(morally) than the man they mcCu-c,
even if he i gtnltv of fit- crime charged.
Wolff never suffered half the tortme
the Portland police deli erately inflict
ed upon Martin, ami it it marvelous that
he uid not confess any and everything
his torturers wished him to admit. The
Portland police are wedded iothe theory
that Martin killed Wolff. They do not
want to see justice done nearly as much
as they want to see their own theories
contirmei', and this dogmatic self con
ceit on in pirt of th-j police ha often
proved to he the safeguard of criminals,
and it has oe. ll proven ill Chicago and
elsewhere, that professional detectives
have sworn innocent men into lh pen
itentiary in order to justify tbeir el
theories .
But Martin did not confess. With
his nerves wrun by the torture he at ill
maintained his innocence, and by to
doing be convinced e y many of his in
nocence oi the crime charged, for torture
that as a rule would compel innocent
men to accuse themselves would, it
teems probable, have wrung Confes-don
from (guilty man. Confession would
have been no proof oi guilt, though it
might have enabled the police to secure
confirmatory evidence, but the refuml to
confess certainly strengthens the legal
presumption of the accused's innocence.
Many criminals, however, do not ue
drugs, and, therefore, in dealing with
them, the Portia. .d police force is at a
disadvantage, if they are to be per
mitted to torture opium risers as they
tortured Martin if this is Mayor Lime's
i lea of the manner in which Portland's
department of justice should be conduct
ed then provision should Le made for
torturing criminals other than drug
fiends. The thumb soew, the doucee,
and all the approve ) accessories of
justice that were used during the days
of the Spanish inquisition should be pro
vided, and the police duly instructed in
tbeir use. None of them were more
hendishiy cruel than the method used to
extort from Martin an admission of a
crime of whicti there is strong doubt of
his being guilty.
Y. J. Bryan, who will in all probability be the "ratic

is no doubt he would have great influence with bo h houses
of Congress, though of course tlut influence would be exerted
along Democratic lines. He would advocate emocra ic
tariff measures, Democratic loreign policies and Democratic
financial ideas. It is, for the sake o! argument, admitted that
he is a more able mau than Mr. Tint, or Mr. Hughes, ot Mr.
Roosevelt- Tuen, according to the logic ol our Ijetnocrauc
brethren, we all. as good citizens, should vote lor Mr. Hrvan;
or is it the idea that there is but one othce in the IniteU
States that has a direct influence upon the country s political
policv, snd that, in determining for whom we should vote lor
all other positions except tint of President, we should con
sider only the personal and social iiialittcations ot the nomi
nee and altogether abandon party lines? This appears to be
the doctrine of our Democratic irtetids at least it is tne iea
thev are endeavoring to have Republicans adopt in O-cgoit,
.,,t if .o.c t. i, mitii'i tliuv are meetititr Willi oiisiueiaute
success.
Chamberlain is a eood fellow. He is an attic man. It y
his wood fellowshio and ability he could "get things" for Ore
gon, and therefore Republicans should vote for him.
That is the sum and substance ot tne argument. e au-
tuit the facts but not the deduction. 1 he prosperity ol the
State is interwoven with that of the Nation. Appropriations
forpnblic improvement will not bring prosperity tl accom
panied by a Democratic fiscal policy and a tatilf measure
trained on the lines of the never-to-'tw-forgotten Wilkou t ill.
Mr. Chamberlain bciuir an honest man aud a man of ability,
would use his best endeavors to support the leadership ot Joliu
Sharp Williams and to in all ways hamper aud defeat meas-
urcs adfocated by tne KcpuDiicaii majority in me t, uitcu
States Senate. Viewed from the Republican standpoint the
more able he is the more daigerous he would be to Republi
can principles.
It seems pstoundiag ttiat any consuicraoie tuxiy ot Kcput).
ican voters can be expected to support a thorough going
able, opponent of the principles for which Mr. Kooscvctt
stands.
Arc our Democratic friends sincere in their advocacy of
this extreme doctrine of non-partisanship? Do they preach
it in Democratic States? Or is it oulv for use where there is
a Republican majority?
