TO OUR SUBSCRIBERS
The amended postal laws of the
United Stale, whie'i went into effect
January 1st 1(108, requires that no paper
v naJl be sent through the mails, except
upon the payment of transient second
class postage unless it id paid up to
within a year of the date of mailing
.. This makes it necessary for us to strike
from our list all delinquent subscriber
and, as rapidly as possible, put the sub
scription list on a cash basis, as, of
course, we cannot afford to pay postage
or violate the law to accomodate those
who are in arrears. All papers have
been given a reasonable time to adjust
their business to tbii new basis so we
trust those of you who know yourselves
to be behind with your subscription will
make an effort to settle up, and, if
possible, pay one year In advance.
The Mist is now the official paper of
the county, and it is also the biggest,
best and cheapest paper in the county
We intend that it shall be better worth
the money than at any time in its his
tory. The court proceedings will be
published in full, the real estate tran
sactions giveu weekly, and all new oi
interest from all parts of the county will
bs found in the Mi"t. If you know you
are indebted to the Mist aid ns by send'
ing in the amount due and one year in
advance.
THE SINGLE TAX
The single tax advocates are endeavor
ing by initiative petition to to secure
the adoption of the Henry George svstem
of taxation in Oregon. They offer to
the farmers a bribe in the shape of ex
emption for their buildings and im
provements, but propone to place all
taxes upon the land. It is claimed that
the adoptiou of this system of taxation
will induce all the manufacturing plants
hereafter located on the Pacific Coast to
come to Oregon, but, of course, if such
an inducement were offered California
and Washington would probably bid a
little higher, and our temporary advan
tage wonld be lost. No system of tax
ation that gives one class of property
exemption can fail to be burdensome to
all other classes. We are engaged in a
struggle for equal taxation of all classes
of property, and, despite many burdens
and setbacks, we are making progress.
Instsad of exempting all property ex
cept the land, we want to see to It that
every class of property, without excep
tion, hears its full share of tha public
burden. Every amendment to the pres
ent law should be in this direction.

Having Juct reoieved letter
from the Own Tax Reform AsjocI
atl n, rq le.ting me to circulate an In
itiative p-ntloii for an amendment to
the constitution, I sincerely hope you
will give tan recognition through the
columns of your paper to express niy
sentiments on this matter, They in
form d in? In their letter that Mr. A
W. Caoihorn, of the Oregon Journal,
recoui mended me as the right man to
circulate this petition. Hud Mr. . Can
thorn known me he rettninlv would
have known that I was tho wrong man
to circulate a petition of this character
in a civilised community. We, as far
mer and citiren, certainly do not
want to be exempt from any just tax
atlou. We do consider our building
and live stock as valuable property and
mbj ct to a reasonable tax. We further
consider the manufacturing establish
ment of Oregon us valuable property,
and to exempt the same from taxation
would be outrageous and would appear
to me as a verv one-sided affair. If the
instigates of this scheme, .who call
themselves "The Oregon Tax Reform
Association," would iustigate tome re
form that did not have atich a strong in
dicalion of "class legislation" we would
feel more at liberty to aid the project
and to assist in every way that we
could to bring about an equal and just
taxation. Hut, whereas the manufac
turing establishment of Oregon are of
vast Importance to the State, we see no
reason why the? should be exempt
from taxation, (and the appurtenance
hereto, as stated in the petition, as this
alone would cause untold litigation, in
my mind) I heartily support the initi
ative and referendum, and would be
glad to see all laws brought before the
people in this way. But, when any
man or set of men have the audacity to
put their heads together to invent a
scheme whereby they exempt from tax
ation all the costly residence of the
neat and tidy appearance,

stand as one who will fight this propo
sition in my community, "teeth and toe

posed scheme to defile our excellent con
stitution. I would like to ask a few
questions of any gentlemen of this com
mittee: Are not the manufacturers of
Oregon prosperous? I answer, yes.
Why, then, do they proclaim unjust
taxation? For example: If the timber
industry cannot pay their share of the
tax, with lumber at from 20 to 10 per
thousand, bow theu can the land holder
pay all the tax with wheat at 85o per
bushel and potatoes at 78c per sack, and
only part of their land cleared at that ?
Answer those question and look upon
such a petition with shame. Now Mr.

SCHOOL DISCIPLINE
Evidently Mr. Richard Penrson Hob
soa is to be an excellent source of
"copy" tor the newspaper fraternity, if
he cits no wider swathe in tho Con

of a "court journal" is most unique and
a not unworthy emi nation of this rather
eccentric man. Much a we admire this
scintillating Congressman from Alaba
