with President Roosevelt today, an
nounced his intention of introducing a
bill as soon as angreee meets to give
legsl statu to the Inland Waterways
commission, which was cieated by ex
ecutive set, and anothei bill ptoviding
for a $500,000,000 bond issue to ettab
liah a fund for permanent great water
way improvements, leaving the smaller
projects to be taken care of in the regu
lar river and baibor bills.
It is proposed to have the Wateiway
oomuiiasion a permanent body, which
shall employ experts and keep oongrees
officially advised as to the merits of
waterway projects. Mr. Bartholdt says
the pieaident regards the plan with fa
vor. Of hie bond plan Mr. Bartholdt said:
"I believe that the future generations
of the country who will be benefitted
by improving navigable ti reams should,
as In the case of the Panama canal,
bear the burden of the expense. Chair
man Barton, of the committee ou rivers
and harbors, has told me that there are
meritorious schemes pending before his
committee that call for an expenditure
J at least 1400,000,000. Hatdly one
tenth of this can be provided during a
tteeion of congress, and the consequence
ia that work which would be of im
mense importance to the United States
is deferred from year to year because
the money to carry it on ia not avail
able. All this can be remedied by a
bond issue of sufficient siie. I do not
know of an thing more important than
much needed improvement to the great
navigable streams of the country."

The province of Keggio di Calabria,
Italy, was visited by another severe
earthquake at 2:20 yeeteraay afternoon,
It was especially severe at Branch
leone, Feruxxano and Bianco, and a
oumber of houses were sbatteied or
damaged.
The people, who bad summoned np
courage to return to their homes after
the earthquake of October Z7, again be
a me panic stricken and fled a second
time to the country. Some of them
eampd last night in the open air,
chile others took refnge in subterrane
sn grottos. Men and women, rich and
poor, priests and soldiers, are thrown
together, and the devout are raising
prayers to the Madonna and tne saints
to succor them in their misery.
CHICAGO PLEASED AT ISSUE.
Bankers Predict Normal Condition of
Affairs in Short Time.
Chicago, Nov. 19. The decision of
the national government to issue 1160,
000,000 in bonds and certificates met
with general approval throughout the
West. The benefits expected to result
from the move were anticipated in the
higher grain markets, both here and in
other grain centers of the West. Bulla
were more disposed to buy than for
some time, and shone took cover hasti
ly as soon as the plan waa announced.
In this city some of the leading bant
era announced that preparations were
ander wsy for the resumption of busi
ness on a normal cash basis and it was
believed, it is said, that inside of 10
days at the outside, the clearing bouse
checks would be withdrawn from circu
lation.
Cuban Firebug at Work.
Santiago, Cuba, Nov. 19. An un
successful attempt was made here yes
terday to set fire to the government
headquarters. A man entered the civil
department of the palace carrying a
large can of gasoline. As he was pass
ing the office of the governoi be threw
the can to the floor and then, slashing
it open with a knife, applied a lighted
match to the liquid. Considerable fur
niture and draperies were burned, and
the building itself sustained some dam
age. In the confusion the' man who
made the trouble got away.
Good Effect Felt in London.
tondon. Nov. 19 The official an
nouncement from Washington that
treasury certificates to the amount of
(100,000,000, bearing interest at 3 per
cent, and Panama bonds amounting to
$50,000,000, would be issued immedi
ately in order to relieve tbe financial
stringency in tbe United States, had an
immediate enect on tbe market here.
Prices promptly moved upward, the
firms and members of the stock ex
change believing tbe action wa bound
in a great measure to remove the strain
in the money market.
Fight Begun in New Douma.
St. Petersburg, Nov. 19. The ticket
of tbe Octoberint-Conservative coalition
was successful in the subordinate elec
tions for officers of the lower house of
parliament yesterday. Prince Vlade
mir Wolkensky being chosen first vice
president and Professor Baron von Mey-
endorf second vice president, receiving
263 of the 402 votes cast. Tbe Consti
tutional Democratic candidate, Mr.
Mavlakoff, received 133 votes. The So
cial Democrats refrained from voting. -

transport Casima, uutil recently the

which was sold early in the month to

of the new state ot Oklahoma, the oaths
of office were adtnlnlsteted to Governor
Chailes N. Haskell and other state offi
cials a few minutes before norm Satur

The cere monies took place on the
steps of the Carnegie library, there
being no state building hei.
Following prayer by a clergyman,

Territory.
A band of Indian boys then played
"The Star Spangled Banme?."
Governoi Haskell walked forward to
the center ot the platform where he
was met by Mr. Nlblack and took tbe
formal oath. Turning to the crcwd that
oloeed in from every direction, Governor
Haskell delivered, the Inaugural ad
dress, lie said:

sun will have lighted the pathway of
millions, and looks down on the people
emerging from the disorder and discon
tent of bureauoiatio government, re
stricted to the point ot helpfulness and
neglect to tbt limit of oppression, into
a condition ot liberty and self govern

conceded us our rights, especially when
we reflect that long ago, from every
standpoint ot population, wealth and

Movement Begun to Annex All Sub
urbs Around Bay.
San Francisco, Nov. 14. At a meet
ing held this afternoon, the chamber of
commerce issued a eall tor a conven
tion to be held next Thursday, at
which a campaign for the consolidation
of all the bay cities will be formally
launched. The commercial associa
tions, civie and labor bodies of all the
cities and towns In Ibe bay region have
been invited to send delegates. The
matter will be placed squarely before
the convention in order to see bow the
plan Is received by tne various commit
tees. As contemplated by the chamber of
commerce, it ia proposed to snnex to
San Francisco all of San Mateo county
and sections of Alameda county, Marin
county and Contra Coetra county. It
is planned to extend the city limits to
all ponlte within IS miles ot the city
hslt. This will include all the cities
down the peninsula aa well as across
tbe bay, and give the greater San Fran
cisco an area of 181 square miles and a
population of 807,000. Included in the
pioposed greater city will be the cities
of San Francisco, South City, San Ma
teo, Borlingame, Ocean View, Oakland,
Beikeley, Alameda, Fruitvale, San Le
andro, Hayward, San Rafael, Sausalito
and Belvedere.
ACQUIRES COALING STATION,
Mexico Has Ceded Magdalene Bay
for Uae of Navy.
Mexico City, Nov. 18. Mexico has
ceded Magdalene bay, on the coast of
Lower Califronia, to be used for the
purpose of a coaling station by the
United 8tates navy. Thia is considered
the first fruit of the recent visit of Sec

coast harbor, which has been need for
years by ship of the United States
navy for the purpose of target practice,
was qualifiedly substantiated by tbe
State department when the secretary
of foreign relations said that the
United States would be allowed to

tbe government of Mexico.
No arrangement was entered into cov
ering tbe matter of naval yards and for

Manila, Nov. 18. Four sharp earth
quake shocks were felt in Manila and
surroundin provinces on tbe night of
November 10 and the morning ot No
vember 17. There waa no damage.
The first shock was felt st 11:26 in the
evening. Governor General Smith and
party were attending the theater, where
tbe Australian children were playing
"Tbe Mikado." A panic was averted
by the presence ot mind of the governor
general, who arose in bis box snd com
manded to people, who had already
risen, to sit down.
Proclamation Is Signed.
Washington, Nov. 18 The 46th star
was added to the American flag by the
admission formally into the union of
tbe state of Oklahoma. President
Roosevelt, at 10:18 Satnrday, signed
the proclamation adding the territories
of Oklahoma and Indian Territory joint
ly as one of the American stales. Lit
tle formality attended the ceremony,
which meant so much to the people of
tbe two territories., In appending his
signature the president used as pen a
quill plucked from the wing of an
American eagle.

McAlester, Oltla., Nov. 18. Tbe flrt
act of Attorney General West, who was
sworn in here today, was to bring suit
against 47 coal mining companies in
Oklahomia, alleging in his complaint a
combination in restraint of trade and
in selling the output of the mines.
Tbe result ot the suit is looked forward
to with much interest, ss the price and
sale of coal f'om this section of the new
state affects tbe business interest of
ths entire Southwest.

Havana. Nov. 18. It ia announced
that tbe recent census taken in this city
shows that Havana has a population of
299,278, being an Increase of 45,860
over tbe census of 1899.

present plant has been in operation lor
three years.

alrjem, but tbe cost of wood and coal
has become so hlgb that the company
decided to install a water power plant.
