THE
COLUMBIAN
FENDS.
SU3-
The Coluuibian, heretofore published
at Houlton, lias suspended, tor the good
and sufficient reason that its proprietor.
Mr. Sylvester Mitchell, could not make
. a living by it publication. He nil
clean and newsy little paoer, but found
as others have found, that the Held i
not large enough fur a paper to be suc
cessful, and that men will not abandon
as) established pepw '"r venture.
Ko town the siseol Houlton will afford
. a field for a paper. The Mi ft doe not
derive one tenth of its support from St.
Helena and were it not thit this is the
county seat there would be no paper
here. Tbe Mist diJ not lose one sub
scriber by reason of the existence of the
Colombian, though it undoubtedly was
dsmaoed some in its advertising and Job
r work patronage. Houlton ami St. Hel
ens are practically one community, and
we trust that in a few years they will
have eo grown together as to be under
one municipal government. The Mist
will work with that end in view and
hopes to merit the patronage of the
people of Houlton.
Tbe enUcfibers to the Columbian, m bo
are not subscribers to the Mist, will
bare tbe Mist famished them until fur
thee order according to an arrangement
with Mr. Mitchell, to enable him to re
tire honorably from the newspaper field.
Tbe Mist has been in existence for
early a quarter of a century, and it bas
seen several competitors start and finish
It bas always been tbe leading paper of
Colombia County and it hopes to main
tain that p-wit ion. Under the present
management it has expressed its opinion
freely upon questions of public interests
and trusts it has done some good.
SENATOR AND
ME NT
STATE-
- If Mr. Fulton is detested in his as
pirations for a second term in tbe United
Senate, he will be safe in saying
"Statement No. 1 did it" He cannot
see why any m-m-er of tne Legislature
should be bound to vote for tbe candi
date who receives tbe largest popular
vote and denies that there is any oiini
larity between the position of a repre
sentative elected nnder this law and a
Presidential elector. He calls attention
to tbe fart ttiat Presidential electors
have voted for and elected presidential
nominrea who did not receive a majority
of tbe popular vote. He quite luees
sight of the fact, however, that all pres
idential electois (they being State offi
cers) vote in the Electoral College in
accordance wilh the instructions of
their constituents.
me present law in this btate is an
attempt to take tbe election of United
States Senator out of the hands of the
political tricksters and bribers who fe
quently control a Legislature and place
it in the l ands of the people, where
nearly everybody admits it should be.
The election is held in the same manner
a for other State officer, and there is
no good reason why the people's choice
should be rejected in theee particular
case and accepud in all others. It is
Of course true that candidates sre not
legally bund to take Statement No. 1,
and, if tbey reject it and are neverthe
less elected tbey will be st liberty, so
far ss their constituents are concerned,
to vote for a candidate who received a
minority of votes or one who may de
velope in the interiu between tbe elec
tion and the convening of tbe LegUU-
ture.
, Senator Fulton states that if he is
nominated by the Republicans and do. s
not receive a majority of the popular
vote he will not be a candidate before
tbe Legislature. In this he seems to ns
inconsibtent anif weak. In fact iftheie
is no virtue in Statement No, 1 we can
not see why tie conies before the people
at the primaries.
In sdilrrsslng tbe National R'ver and
Harbwra Congress at Wahinjl hi, at iia
December meeilng in 1900, Hon. U M.
Jones, of Kansas City, Preaidm.t ot the
Missouri Valley Improvement Aseari-
tion, was particulaily happy In voicing
ihe ca 1 of the West to the East tor reci
procity in action, and tor continued
action in the work of making th rivers
and barbois ot the coui.tr y what Kalure
intended them to be, but which
for too long baa neglected the natural
highways and gateway of the trade and
conirmrve of the United State and of
each State and section of the country
Insisting that th time had arrived "for
the general expansion ot our National
policy towards all work ot internal lot'
pr.ivenieut a bich have, heretofore, oc
cupied a subordinate place In national
expenditures" and that the greatest
question in economies today is Ihe ques
tion of transportation, Mr. Jones thus
hsppily addressed th member of th
Cnngre from the eastern slopes ot th
Alleghenie:
"We have been told that some ot our
eastern friend are opposed to iuiprov
ing the western waterwat. We are not
yet prepared to believe that. W bar
a warm feel ng for the east. We re mem
ber in the time of dr mth la the west
yon sent us your old clothe to wear.
We remember when you loaned n
motiev at healthy rate ot interest
when we bad collateral to offer. We
wish to inform you that we are now
weaiing tailored kKhes and are baying
your paper in ihe west when you effer
as attractive rates of interest and the
p oper amount of collateral. We have
always paid willingly for the improve
ment of your rivers and your harbors.
But the time has come when we are ask
ing that tbe great Internal waterways
that the great rivers of the west have
some attention from the government and
we ask you of the east to take ss liberal
a via w of ihe question as the west did
when you desired tbe government to im
prove your river and your harbor.'
It was but a call from the Great West
to a cosmopolitan assemblage having but
one object in view the adequate im
provement of the rivers and harbors
of the country under a fixed policy, hav
ing no particular section to be favored
lint embracing in its platform tbe whole
country and the waterways and harbors
thereof. The speech of Mr. Jones, ex
pressed in homely but most forceful and
truthlut wordr, was a call to the east
that was reciprocated. The justice of
the demand with the advantages to
come from its fulfillment no less than
tbe inadequacy of the railwav to carry
tbe freight offerings, make river and
harbor improvement assured if per
sistence in the demand continues.

Battleships at Portland.
It is Ktid the speech of Secretary Taft

Certainly "made good."
Tbe commercial bodies ot this city are
taking altogether tbe proper stp when
they enter strong protest sgaint that
disposition of the fleet of battleships to

iscriminate against Portland. The
facts in tbe case are with the commer

officials to acknowledge that their fail

where i the riverchaunel between here
and Astoria. This much is due
matter of justice to the City of Portland
as a shipping port. This much should
trennously be insisted upon.
Is a matter ol fact it would be equit
able and quite to the advantage of the
Navy Department to make Portland
rendezvous for a number of the battle
ships. Ths facts which sustain this
statement have been folly set forth In
the ktatement made by official of the
local conim.Tcial bodies. They are facts
well known locally and of familiar
knowledge to the shipping world.
That tbe officials of the Navy Depart
ment should be ignorant of them is in.
comprehensible. Such ignorance un
fortunately redounds to tbe injury of
inn port, and for that reauon, irrespec
tive of the pleasure anil pr.,Qt of enter
taining a portion of the fie. t, that ignor
ance should be dissipated. There should
be acknowledgement of the truth what
ever disposition is made of the ship.
If theie were any question about iuffl
cient water fur the entrance of any ship
in the fleet, it would be quite a different
matter. But there is no such question,
as the Navv Department mav be eon
vi need upon investigation that not only
is there water enough, and to spare, to
float ship of deepr draft than Uncle
Sam will send into the Pacific, but the
advantage to be gained by anchorage in
a fresh water harbor Is glaringly appear
ant. Then, too, a tbe commercial
oodiea of Portland will not fail to point
out, theie is economy in the purchase of
supplies which, other tilings being
equal, should connt for something.
Instead of being inaccesashle and
place to be given the "to by" by Uncle
Ham's sea fighting machines except for

position to accomodate Ihe largest of
them. This is a statement of truth that
is bated on experience and not on mere

attitude of the Department. As to tbe

so important. We will furnish the
