pany that want to restrain government
work on the Colorado river, ao that it

fornia. It U entirely probable that the

ion, for there is prospect of a conflict
between the government and private
enterprise along tbe fenake river

sas-Colorado case, Justice Brew or, on
behalf of the court, declared that eon

such matters as are specifically enume
rated in the constitution and that pow
er to legislate with respect to Irrigation
