Acting upon Irgal advice, all of the
railroads wbiih are Interested in stop
ping car stealing have decided to boy-
colt all car thieving roads with a view
to eliminating this evil from the trans
portation world. lu doing to the tail
roads expect to end the car shortage
and to pievent a recurrence of a scar
city of equipment which paralyses) the
business of the country.
The railroad bcycott will consist of a
refusal by all roads which ate mem
bers of Uie tier diem and the car diver
sion agreements to permit their cars to
go to railioads which are not members
of these agreements and also a refusal
to make through rates over such lines.
This is a direct and positive boycott
of all car stealing roads, as it applies
onlv to roads which are short o! equip
ment and which have refused to become
parties to the two agreements men
tioned. tt
Through rates mean through routing
and both expieesiona involve the use of
the csrs, and where reatonable rules
and regulations are not recognised a
carrier is not compelled to establish a
through route. Under this ruling I
roost rigorous boycott can be maintain
ed against roads which steal the equip
ment of connecting lines and use It foi
months without return or without ade
quate compensation for the use of the
cars.
The penslties are now so high for the
misuse of cars by connecting lines that
no road can afford to keep the cars and
pay the penalties.

marching on Cettinie. Serious street
fights have occurred at Podoritza, 39
miles north of Soutari and having a
population of sbiot j,000.

because of the campaign the cabinet
has been inaugurating against the Kad
ical party. The govern ment is accused
nf instigating the destination of the
principal offices of the two Radical

With Lightning creek running out of
its bank, and the Canadian river rising
steadily, tbe people of the lowlands of
Capitol Hill, a suburb of this city, are
tonight facing a situation that will bo
come critical if the heavy rains of the
last 24 hours continue. The lowlands
have been converted into a veiitable
swamp, crops have bwn ruined and
much etock drowned.
No human lives have been lost so
fur as can be established tonight. Res
idents in the b' t'orns were forced to
l.ve their homes and several persons
were in trees last night. One house

family inside. The occupant were
rescued.
Propose to Test Rate Law.
Lincoln, Neb., April 30. Alettir
from Union Pacific headquarters to the
stale railway commission today inti
mates that the roads contemplate re
sistance to the 2-cent passengt r rate
law. The letter is an answer to in in
quiry from the commission asking why
the Nebraska patrons were not being
given the benefit of the 2-cent rate on
interstate travel. In reply to this the
Union Pacific sajs that the lawyers for
that line and others are seriously dis
posed to unite in a suit attacking the
validity of the law. -
Nin Jurors in Two Months.
Ban Francisco, April 30.--Four Jur
ors more were finally selected and five
were sworn in today's proceedings in
the Ruei trial. This leaves three addi
tional jurors to be obtained for the
completion of the trial panel a task
begun two months ago. The prosecu
tion is hopeful of beginning the intro
duction of evidence some time this
week. The panel was tentatively filled
today by the acceptance of three tales
men. Three of the eight prolietionary
jurors were subsequently challenged
peremptorily.
Stay Day Under Water.
Newport, R. I., April 30. Many
persons interested in the coming trials
of the submarine boats Lake and Octo
pus arrived here Us lay. The competi
tive tests are to be the most exhaustive
and thorough ever can led out here.
The boats will be submerged for 24
hours with the board crews eating and
sleeping on the vessels. A number of
foreign olicers and experts are expect
ed, and it is probable that they will
observe the movements from shore.

TORNADO IN TEXAS.
Etght Lives Known to Have Been Lost
and Heavy Damage Done.
Fort Worth, Tex.. April 29. One
town is deetroved, extensive damage
done to property and crops at other
points and eight lives are known to
have been lost as a result of a storm
which was general over this state Sat
unlay night, and at some points assum
ed the pioportions of a tornadc. accord
ina to a meager report received heie.
The village of Heaming, in Cook
county, was practically wiped out snd
five Demons are reported to have been
killed at this point. The dead Include
W. Alexander, a young child named
Wilkinson, two men sud a little girl.
The field ot the tornado w-s about
500 feet in width. At Valley View
several houses were blown down and
Robert Nichols was killed. Two other
men were killed in the same ne ghbor
hcod, but their names were not learned.
At Sulphur Springs hail banked tn
drifts and stalled all trains. At Celeste
a big eotton mill was blown down.
The fruit crop in the nelghboihood
of Sulphur Springs was destioyed; cot
ton and corn was beaten to the ground
and the damage will amount to uiai j
thousands of dollars.

No Wrong Done in Destroying Letter
Books, Says Jury.
Washington, April 29. Ringer Her
mann walked out of court Saturday
afternoon a free man. No longer docs
he rest under the charge of having
fraudulently destroyed 35 letter press
copy books just prior to his retirement
from the c trice of land commissioner
That he destroyed the books he d -
not deny, but that he did so with
wrongful intent is denied by both iler
mann and by th4 jury, and its judgment
is final. His sjcalled private letter
books may bave contained some olhcial
letters, He man i may or may not have
known of thi fact, but the jury has
held that he 1 1 not fraudulently de
stroy the books. He did not destroy
them for the purpose of impairing the
usefulness of the records of the general
land office nor to cover his own track,
and so holding, the jury let at naught
more than six weeks' testimony Intro
duced by the government to show a mo
tive.
Hermann has made no plans for the
future. He will eventually return to
Ortxgn, hut whether he will again ven
tore Into politics la yet to lie deter
mined. He said ton iu lit that his I Imp
had been so enirr.ed with the trial
that he had given no thought to the
future. He ttated, however, that the
verdict was not a sin prise to him. He
had been conscious all along of his in
nocence and having every confidence in
the fairness of the jury, folt no concern
about tbe outcome.
