PESSIMISTIC JIM
Mr. James Hill, railroad magnate has
'come to the conclusion that hard times
are coming in UK'S. He bases his con
elusion on the belief that people are be
ginning to retrench and economize.
Mr. Hill is one of the greatest business
men of the country, and his opinion
possesses weight. Yet we find that
others of equal ability disagree with his
prediction, and believe the only curb to
' our prosperity is the inability of the
- transportation companies to handle toe
business offered them. There is really
not great deal of wiedom in piling the
yards full of lumber if there is to be no
' improvement in the facilities of trans
portation. s So far as Oregon is concern
ed, and especially Western Oregon, that
Is the only fly in the butter. There is
no sc arcity, nor is there likely to be any,
in demand for our princioal product,
' and s falling off in the demand for cars
elsewhere might prove a positive benefit
to the industries of this Coast.
It is possible that Mr. Hill is mistaken.
He is not feeling in the best of humor at
present. The legislature of Oregon and
and Washington have at last responded
to the wishes of the people and given us
what may prove to be effective railroad
commissions. The attempt to interfere
with "vetted rights" and the divine
right of railroad kin s to conduct their
business as they see fit without regard
to the interests of the common herd,
lias given Mr. Hill a headache, and he
sees darkly. After a while, when lie
gets used to the new order of things he
will take a brighter view of the future
of his country and the use of the won!
"his" is not euphemistic, for there are
very few wbo own a bigger chunk.
SIR. COXKEIX'S RECORD.
As far as can be judged at the present
time Mr. Elmer Connell has made Col
umbia Com ty a respectable and satis
factory representative. He has been
roponslve to the wishes of his constitu
ents and seems to have been actuated
by a desire to have bis record square
with the best interests of bis State and
county- He is one of the youngest men
in the Legislature, yet be has shown
that be possesses good judgment and
understands that clear work counts for
more than loud talk. He appreciates
the meaning of the word "representa
tive," and has not fallen into the
common error of thinking that his in
dividual opinion is worth more than the
combined judgment of his electorate.
From the day of his election he has
counseled with the people of this county
and we believe his course fairly repre
sents the consensus of their judgment.
That he has made some mistakes we
have no doubt, bnt that is unavoidable,
and all that ran be asked of a represen
tative is that he shall do the best he is
canable of to carry out the wishes of the
people. Mr. Cornell's youth and in
experience, as he undoubtedly nnder-j
Stands, have been something of ahnndi
cap, bnt they have been to a great ex
tent offset by good business ability,
thorough education and an earnest de
sire to make a creditable record. Con
tact with able and experienced men
have undoubtedly broadened him and
rendered his services more valuable,
and we have no doubt, if again called
upon to serve thii county as a represen
tative, he will take rank as one of the
most influential member of the Legis
lature. With the appearance ci the crocus,
daffodils und delicate snow drops we re
ceive our first intimation that spring is
near at hand. One more winter, with
its leafless trees and faded vegetation
will 6ion have passed and the snow and
lea of tiie beginning of 1907 will 1 e but
one more ite'n in the history of the
"uldefct citizen." The arrival of spring
should be an incentive to the property
owner to clean up the rubbish that has
accumulated about his premises. A few
lio jrs work, a day with a rake and shovel
will make a wonderful difference in the
appearance of the front lawn, and by
the time this has been accomplished the
planting of flowers will be in order.
There is nothing that adds so much to
lli3 nttrai tivenest of your cottage, to say
nothing of your street and town, as well
kept bums, dotted with floweis aud
fbrubbery. The visliior to the city is at
once attracted bv its pleasing effects
and carries nay an elevated impreision
of Its refVent. It is not a matter of
expanse, us tucre is practically nothing
tob inve-tid, it simply means a few
limn a day, which to many won'd be
but recreation. No mutter bow sninll

roimii i giHiiu for Col.iiiibi County
met t liobu? Ut SatuoUv. A number
of llndi'liyaua reside in the southern
part f the County uit intended to r
turn lo their homes on the Northern
Pai-ilic train which U due at Ooble at
obout 0 a. in. Upon Iheir arrival at the
depot ttiey were Informed that there
was an obstruction in the thajw of a
stalled tiaiu upon the Northern's track
near Castle Rock, Washington. After
they had waited about ttve hours the
A. A C train pulled op to the depot on
its way to Portland But the A. A C.
would not permit these people to board
their twin because they were iu the
Northern' territory and we suppose the
answer would have b en the same if the
train hud beeu day instead of hours
late. Two of the grangers did get on
board, hut the train whs stopped a abort
distance from the station ulid they were
compelled to get off and walk back. We
believe such a rase as this will come
within the province of the new railroad
commission. It would seem to be an
easy matter for these two roads to come
to some agreement whereby the A. & C
can sell tickets between auv points on
the Northern between Goble and Port
land. It is rather hard for a crowd of
people, as anxions as these were to get
home, to be refuted pissaje on a train,
that passes their home station.
UP TO THE ASSESSOR-
The HouscdiJ its duty by passing the
Beats bill to compel owner of timber
land to furnish a cruise of their timber
to the assessor, but the Senate, which
appears to have been organized in the
interests of the Us dodging capitalists
and franchise grabbers, defeated the
measure, as they did many other ex
cellent bills passed by the House.
Now its up to the assessor. He has
had his salary raised to a decent figure,
and he can very easily demonstrate to
the people that hedeferved the raise by
compelling the timber owners to pay
something like a just tax upon their
holdings. At present the highe:
assessment on timber lands in th
coonty is $14 per acre. Some of it is J
worth fi.wu per acre and, air. uws
admits that this is only guesswork, as
as he has no means of knowing the trne
value of the hind, und the owners per
sistently refuse to show their cruise.
There is but one thing for the assessor to
do and that is to guess higher. Assess
the timber land at such a figure that the
owners will be compelled to make its
true value known in order to secure a
reduction. We believe Mr. Laws will
do this. The timber owners have de
fended Columbia ccunty of enough tax
money, if nut into a fund for that pur
pose, to pay the salaries of its officials
for all time to come. There is no
reason why they should ba permitted to
escape paying their nst share of the
burden. They are taking the value off
of the land, and when they have denud
ed it thy will move to Portland and
live in eaFC upon the money they have
made in Columbia County. Generation
after generation of farmer will live
on the farms and improve and build up
the county, but the timber owner is not
a gennine home maker, but a get-rich-quick
speculator who cares nothing for
Columbia County except to work it for
his own private gain and, as far aa
possible, compel the genuine settlers to
foot the bills.
South Dakota Prohibits Treating.
In passing a bill prohibiting "treat
ing" in s.doons the South Dakota legis
lature has aimed a blow at one of the
most common features connected with
the liquor traffic. Whether the law will
be strictly observed or enforced is
another matter. Its passage will prob
ably be effective to some extent in
checking the "Lets go aud have some
thing" habit, though it may not entirely
stop it. Treating, as a social custom,
has so long been in vogue that it will
not pass away simply because there is a
law ajainet it, but knowledge of the
existence of such a law may embolden
many men to do what they are often
now afraid to do walk up and take a
lone drink. And there are hundreds
who, when the lone drink is compulsory
will lose a great dial of the enjoyment
they now find in drinking and quit al
together. There Is no doubt that the treating
habit, carried to excess as it so ofien
is, La been renponHihle for a great deal
of overindulgence. Drinkers, its well as
temperance workers, are willing to ad
mit tills. Kecogtiition of the fact has
sometime and in some places dmie
considerable to makj the habit lees
onimon but never eradicate, it. There
will be no little interest in watching
(or the effect of the attempt in Houth
Dakota to control it by legislation.
