tax placed on railroads and timber

sition candidate.
It would be one of the greatest bless
ing that could happen to the State if
the-eountry press would do business on
business principles, asking no special
favor of publicans and treatiug public
patronage just as it should treat private
patronage. .
Lettue pap system and the pass sys
tem go together. Men who run news
papers are entitled to the same treat
ment by county officials as men who run
grocery stores. If supplies are wanted
the local merchants should he given the
preference over those who live outside
of the county. The same rule should
apply to county piinting. The local
printer are entitled to the work, pro
Tided they do it at practically the same
price that it would be done elsewhere
Heretofore we are confident the county
hashad its work done at lees than Port
land rates, and we are perfectly willing
to compete, and would much rather do
o than to be considered a beneficiary
of the spoils system.
Let as have it understood that the
Mist owes no favors to the county court
and is and will continue in a position of
perfect independence Iree to criticise,
blame or praise, just ss it believes the
county's interests demand.
GOOD BOADS AD RURAL
MAILS.
It is announced that the government
will look more carefully to the enforce
ment of its rule regarding the roads over
which raral free delivery is established.
The present requirement is: "Roads
traveled shall he kept in good condition,
and unobstructed by gate ; there must
be no anbri Iged creeks or streams not
fordable at any time of the year." In
many cases the residents along proposed
routes have made improvements that
enable them to obtain rural delivery
service, but sometimes the efforts to
keep np the rosds are relaxed. But the
government has decided that unless the
roads traveled by the carrier are proper
ly maintained the service will lie with
drawn. The poetoffice department now
calls on the carriers fir reports on the
roads and will stop the eerxiire where
the highway in question are bad.
The 35,973 rural delivery carriers now
employed cover 863 miles daily, and it
is unreasonable to expect them to con
tend with neglected road?, or to aork
for communities lacking the enterpripe
to keep its common highways in decent
shape. Wherever a route is discontinu
ed the inhabitants themselves will be to
blame for it, f r if alive to their own in
terests and their duty to the public tliev
would give their roads various and con
stant attention. The idea that a route
once authorized is necessarily permanent
is a mistake. Advice on the best road
methods is supplied by the agricultural
department, and a neigh borhood that
looses its rural delivery must itself bear
the discredit for so unpleasant and
humiliating an event.
