Cbvernor Chamberlain is entitled to
the thanks of the people of the Pacific
Coast (or the plain manner in which
he expresses himself regarding President
Roosevelt' utterances on the Japanese
question. President Roosevelt threat
ens to use the military if the people of
California commit what he considers a
violation of the treaty between the
United States and Japan.
"The interpretation of treaties," aays
Governor Chamberlain, "rest solely
with the courts, and certainly not with
the Executive branch of the Government,
through the military, as President Roose
velt threatens."
That seems to be good American com
mon sense, and is donbtless the view
hat will prevail. The President is not
the law, nor will be be able to compel
the people ol this Coast to accept his
views ou the subject of Japanese immi
gration, naturalization and co-education.
When he scolds the people of this section
and accuses them of ignorance and un
warrantable prejudice. Governor Cham
berlain very forcibly says:
"It appears to me that the adminis
tration ia inconsistent in attempting to
force association in the public school
of an inferior race with white children,
when here in the District of Columbii
there is a system of separate schools for
whites and' negroes. Let tbe President
and Congress demonstrate here tbe
theory of such association before trying
to force objectionable policies on the
people of the Pacific Coast."
Good shot, Governor. The District of
Columbia is absolutely under the control
of Congress, and the President has great
power there. Of course there is no
question of treaty rights to be considered
but the principle is just tbe same. Tbe
people of Sao Francisco, do not want
their children to associate with the Jap
anese in tbe public schools of that city
Tbe white people of the District of Col
umbia have tbe same prejudice against
the negroes. Before railing at the San
Franciacains Teddy should deliver a few
lectures to the Washingtonians.

St. Helens and Scappoose road to be
improved, commencing at the district
line on the south and running toward
St. Helens, said road to be graded and
covered with crushed rock, eitimated
cost $800.
Moved by Tarbell seconded by White,
that we levy six mill tax on all the
assessable property within tbe district
to defray the cost of said improvements.
Moved by Glinieski and seconded by
Girty to amend the motion by making
tbe levy an eight mill. Vote was taken
on tbe amendment, and said amend
ment was lost. Vote was then taken
on tb j six mill levy, and the same was
carried.
Moved by Wikstrom and seconded by
Hyde, that the money be expended as
tbe committee reported. Moved by
White and seconded by Muckle to amend
motion and report by deducting f J00
from each of the Yankton road improve
ment and add tbe same Xn the Deer Is
land road improvements. Vote was had
on the amendment and the same was
lost.
Moved by White and seconded by
Perry, that the St. Hebns and Deer Is
land road improvements commence at
the north line of the Knighton D. L. C-
on said road and run to the canyon
bridge, or as far as tbe 000 will go,
which was voted npon and carried. Vote
to accept tbe report as amended put and
and carried.
Moved by Tarbell and seconded by
Muckle that the county court have the
improvement made and tbe expendi
ture of the money be left to tbe county
court.
Motion made and seconded tbat tbe
meeting now adjourn, which motion was
carried.

An exchange tells of a man who died.
The very first day in Heaven, as he
wanted to go sight seeing, an Angel
guide was given bim. Before lot:g he
noticed a number of persons each draw
Ing a ball and chain. "How is thin?'
be asked. "Isn't this Heaven?" The
Angel smiled and replied : "Why these
are not bad men. but thev came from
Oregon and we have to chain them or
they would go back."
A special meeting of the tax payers of
this district was held in the court house
Monday morning. Following are tbe
minute of the meeting:
The supervisor not being present the
meeting was called to order by Hon. R.
8. llattan.
A motion was made by E. Boss, sec
onded by W. Muckle that Hon. K. 8.
Hattun be elected chairman of the meet
ing, which motion was put and duly
carried, and K. S. Huttan was declared
duly'elected chairman of the meeting.
Moved by M. White and seconded by
K. Roes, that W. A. Harris be elected
as secretary of the meeting, which mo
tion was put and carried, and V. A.
Harris was declared elected a eecre-

supervisor of this district, duly sworn to
before a competent officer, as to the post
ing of tne notices of the meeting, to
gether with a copy of the notice, was
tiled und made a part of these minutes.
Whereupon the chairman stated the
objects of the meeting, moved by Mr.
Faxon and seconded by Mr. Gliuieeki
thiit the chairman appoint a committee
of three to prepare resolutions as to how,
and what roads should be improved and
the manner of their improvement, which
motion was duly carried. Chairman ap
pointed E. H'ihs, G. L. Tarbell and G.
W. Perry, und after itue time make the
following report und division of the es
timated amount of costs for said im
provements: Ifoulton and Yankton road, begiti
niugnt the west end of tbe Houiton

For twenty year W. L. Rawls, of
